GENERAL STATEMENT OF DUTIES
Leads projects, mentors staff, implements, supports, upgrades and develops the design of information technology computer networks; performs related duties as required.
COMPLEXITY OF DUTIES
Under general supervision, the duties require the exercise of independent judgment in leading projects, mentoring staff, implementing, supporting, upgrading and developing the design of information technology computer networks.
* 1. Leads projects, mentors staff, implements, supports, upgrades and develops the design of information technology computer networks, including but not limited to hardware and software for TCP/IP network, firewalls, load-balancing tools, firmware, administrative tools, diagnostic and configuration tools.
* 2. Develops the design and implementation of information technology computer networks.
* 3. Develops information technology computer networks, detailed documentation, and tools and processes for disaster recovery procedures.
4. Proactively averts issues by selecting, installing and configuring utilities and products to monitor all aspects of the county-wide network.
5. Leads and mentors staff in the recommendation of design changes to new and enhanced networks.
* 6. Leads and mentors staff in the configuration, installation, testing, troubleshooting, upgrading and supporting of information technology computer network hardware and software.
* 7. Performs complex TCP/IP based networking tasks.
8. Recommends, configures, installs, tests, troubleshoots, and effectively uses products to perform TCP/IP network load-balancing.
9. Leads and mentors staff in the direction of network changes, upgrades to TCP/IP network hardware, software and installations.
10. Leads and mentors staff in the installation, configuration, support, troubleshooting and upgrading of communication hardware and software including but not limited to, firmware, switches, firewalls.
11. Leads and mentors staff in user consultations to identify user needs, the existing communication hardware and software.
*12. Provides recommendations for improving and maintaining the stability, performance of TCP/IP, upgrading to newer and/or emerging technologies and the integration into the existing infrastructure.
13. Leads multiple teams responsible for implementing all aspects of information
a. technology communication projects.
*14. Analyzes project proposals, cost estimates, budgets, timelines and schedules.
14. Plans, assigns and directs the work of subordinates as required.
15. Performs security functions, as required.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES
1. Extensive knowledge of the principles, practices, and procedures of designing, configuring, implementing and supporting TCP/IP networks, DNS devices, switches, firewalls and all other network related hardware, software and the associated operating systems.
2. Extensive knowledge of the design, configuration, installation, and support of TCP/IP networks, firewalls, DNS devices, switches and all other network related hardware, software, and the associated operating systems.
3. Extensive knowledge of network security principles, and practices, selection,
installation,
configuration, and support of all aspects of industry standard security products.
4. Thorough knowledge of the principles, practices, and procedures of information technology project management.
5. Thorough knowledge of the various applications and software required to install,support, enhance and upgrade all of the hardware and software components of information technology computer networks.
6. Thorough knowledge and experience with the principles, practices, and procedures to perform effective user consultations.
7. Considerable knowledge of the existing computer infrastructure and user equipment to design, configure, implement and support network solutions to seamlessly integrate equipment and user network requirements into the existing I.T. infrastructure in a cost effective and efficient manner.
8. Considerable knowledge and experience with the principals, practices, procedures, hardware and software tools, and products to administer and monitor computer networks and ensure their security.
9. Considerable knowledge and experience with the hardware and software tools, and products to load-balance TCP/IP networks in accordance with the industry standard principals, practices, and procedures.
10. Ability to effectively supervise, lead and mentor staff.
11. Ability to establish and maintain effective working relationships with associates and end-users.
12. Ability to express oneself effectively, both orally and in writing.
QUALIFICATIONS
Training and Experience
Bachelor's degree from a regionally accredited or New York State registered college or university, including or supplemented by eighteen (18) credits in a computer field; and
Six years of satisfactory, paid experience which must have included two years working with and supporting industry-standard network hardware, software and protocols that must have included designing and implementation, and four years experience working with and supporting industry standard servers, network storage, and desktop systems.
NOTE:
1. Experience, as outlined above, in excess of the six-year requirement, may be substituted for college education, on a year-for-year basis.
2. Possession of a network engineer certificate validated by one of the major network software vendors may be substituted for one year of the experience as outlined.
Necessary Special Requirement
Continuing possession of an appropriate valid Driver License issued by the State of New York
may be required.
