What are the responsibilities and job description for the National Program Director position at National Assoc of Counties?
The National Association of Counties (NACo) seeks a dynamic and strategic leader to serve as the National Program Director for NACo EDGE, our premier initiative for empowering counties with innovative solutions and resources. This role is responsible for developing and executing strategies to strengthen NACo EDGE's impact, driving partnerships, program growth and delivering measurable outcomes.
Position Responsibilities and Activities:
- Develop and implement a comprehensive strategic plan to expand NACo EDGE’s reach and impact
- Align program goals with NACo’s mission and the needs of member counties, ensuring long-term value creation
- Lead high-profile initiatives, including strategic planning solutions and other key programs
- Cultivate and maintain strong relationships with partners, counties and other government agencies, as well as state associations
- Identify and negotiate new partnership opportunities to enhance NACo EDGE offerings and drive revenue growth
- Serve as the primary liaison for partners, ensuring alignment with mutual goals
- Oversee NACo EDGE programs, including three one, ClearGov, Professional Development Academy, and the National Council of Wellbeing partnerships, ensuring alignment with performance metrics and deliverables
- Manage the program pipeline, driving acquisitions and retention while leveraging market intelligence to identify emerging opportunities
- Enhance program visibility through events, webinars and targeted marketing campaigns
- Collaborate with internal and external stakeholders to ensure program success, from development to implementation
- Provide thought leadership on innovative solutions for counties, representing NACo EDGE at conferences and public forums
- Act as a resource for NACo staff, state associations, and county leaders on EDGE programs and initiatives
- Monitor and report on program performance, using data-driven insights to refine strategies and achieve OKRs
- Manage budgets, resources, and logistical operations to ensure efficiency and effectiveness
- Develop tools and dashboards for tracking program analytics and reporting outcomes to stakeholders
Knowledge, Skills and Abilities:
- Bachelor’s degree in business or a related field
- 5 years of program management experience, preferably in government (SLED), non-profit, or corporate partnerships
- Proven ability to develop and execute strategic plans that deliver measurable results
- Strong leadership skills with experience managing teams and cross-functional collaboration
- Exceptional communication and relationship-building skills, with an ability to engage diverse audiences
- Proficiency in CRM platforms (e.g., Pipedrive), Power BI and data analysis tools
- Knowledge of government operations or county programs is highly desirable

- Ability to travel
- Starting Base Salary-$90,000
