02.06.2025Job Description The General Manager, reporting to the University of Maryland Eastern Shore (UMES) Vice President for Strategic Communications and Marketing, is responsible for strategic, tactical and budget planning and management; grant, major gift and planned giving revenue generation; personnel management; and Federal Communications Commission (FCC), National Public Radio (NPR), Corporation for Public Broadcasting (CPB) compliance. S / he collaborates with staff to oversee content, operations, facilities, marketing and educational outreach, sponsorship, and membership.Essential Duties and Responsibilities :
Strategic planning, budgeting, and fiscal management :
The GM ensures the future and financial and legal health of the organization. S / he is responsible for strategic and tactical planning and approvals by both university partners (UMES and Salisbury University); developing and meeting key performance indicators; developing budgets, budget tracking and reports; oversight of audits; maintenance of records; grant tracking and reporting.Revenue generation :
The GM is ultimately responsible for meeting DPM revenue goals by overseeing and / or being directly responsible for sponsorship, membership, major gifts, grants, planned giving, in-kind and being resourceful in securing other revenue streams.Personnel management :
The GM guides the work of staff and is ultimately responsible for hiring, contracts, training requirements, evaluations and implementing established personnel policies required by both universities.Content and operations :
The GM is ultimately responsible for station programming, local program production, maintenance and operability of broadcast equipment and the maintenance of the station’s facilities working closely with the Chief Content Officer, News Director, and Music Director.CPB, FCC and NPR compliance :
The GM is responsible for compliance with FCC regulations to maintain good standing for three licenses, CPB compliance to maintain grant funding, and NPR regulations to qualify as an NPR member and to air NPR programming.Marketing and community outreach :
The GM ensures DPM represents and is responsive to a large listening area that is almost 170 miles in length and 70 in width and reaches parts of four states. The GM guides appropriate station outreach to members, listeners, local businesses, organizations, schools, government agencies, and institutions. S / he also leads marketing efforts to increase listenership and other engagement.Partnerships and other networking :
The GM serves as the primary liaison to other organizations involved in public broadcasting, represents DPM’s interests to those organizations, and seeks opportunities for collaboration with other public radio stations and local non-profits.Performs other related duties as assigned.Job Requirements
Required Minimum Qualifications : Bachelor’s degree in broadcasting, business, or similar education or experience.Minimum five years’ experience in public media and / or non-profit management or equivalent combination of experience, education, and / or training in related fields.Strategic, tactical planning and budgeting / fiscal management experience.Demonstrated fundraising ability including securing grants, managing donor and / or membership programs, cultivating business support, and other traditional or new revenue streams.Strong people skills and ability to work with a wide variety of people and interests; incorporate many interests and opinions into decision-making; and devise successful collaborations.General understanding of radio technology and licensing requirements.Physical Demands :
May require extended periods of sitting at desk. May require lifting up to 25 lbs. Requires communication with a variety of constituents externally and internally. Requires operation of a variety of office equipment.Required Knowledge / Skills / Abilities : Demonstrated ability to effectively manage personnel, and work with boards and strategic partners.General understanding of radio technology and licensing requirements.Strong writing, speaking, and public presentation skills necessary to represent DPM successfully to the community, grantors, regulatory agencies, and other collaborators.Excellent organizational skills and ability to multi-task and switch priorities quickly when unexpected situations or community emergencies arise.Preferences : Public broadcasting (preferred) or commercial broadcasting, including knowledge of FCC regulations.Radio broadcasting, audio production, radio engineering, and / or journalism.Familiarity with public higher education; HBCUs, and the Eastern Shore of Maryland.Competence with computers, word-processing, spreadsheets, fundraising software, social media communications, and network management.Facility management (oversight of building maintenance, utilities, and work contracts).Licenses / Certifications :
