National Blood Testing Partners is seeking a Director of Human Resources at our blood donor testing lab in Stone Mountain, GA. Essential functions of the Director of Human Resources position are to consult with managers and team members on employee relations, performance management, recruitment, selection, and compensation administration in support of strategic goals and objectives. Responsible for, development, writing and execution of Human Resources policies and procedures that encourage fair employment practices, facilitate a positive employee relations environment, and meet regulatory requirements. Assures that the NBTP Affirmative Action/Equal Employment Opportunity program goals are achieved, and regulatory compliance is maintained. Coordinate company-wide training programs and promote management and employee skill development via training and consultation.
Primary Purpose(S)
This position is responsible for oversight of the Human Resource Department of National Blood Testing Partners. Through direct or delegated oversight, ensures financial feasibility, customer, and employee desirability of business decisions, strategic planning, development, and execution of all human resource related systems. Creates and fosters a collaborative environment in the organization that allows all employees to work together to further the mission and vision of the organization, ensuring that the organization increases customer value, grows smartly and efficiently, drives operational efficiency, inspires the talent base, and continually reinvents the business.
Qualifications
• Extensive computer skills and experience with computer programs such as MS Office (Word, Excel, Outlook, and PowerPoint)
• Proficiency with HRIS/Payroll systems
• Ability to maintain records in accordance with procedure and regulations
• Ability to maintain confidentiality of records as required by state and federal laws and regulations

Required:
BA in Business Administration, Human Resources Management, or the equivalent in related work experience
Current PHR or SHRM-CM designation required. Current SPHR or SHRM-SCP designation preferred.
Minimum 4 years required in Management/Supervisory experience with emphasis on employee development, performance evaluations, coaching and counseling and daily work management and involvement in strategic planning and execution.
Minimum 6 years of Human Resource experience, with emphasis on employee relations, recruitment and selection, training/organization development; and policy and procedure development. Knowledge and experience in employment law (federal, state, local), management practices and approaches, needs assessments, and training and design.

1. Responsible for planning, directing, overseeing, administering, and controlling through direct supervision and delegation of the entire Human Resources department
2. Establish, research, write, administer, and interpret Human Resource and employment policies
3. Responsible for creating rewards and recognition, compensations, and performance management policies
4. Supervision of hiring and recruitment activities, including determining staffing needs, advertising and sourcing for applicants using a modern “electronic” approach to HRIS systems
5. Create, oversee, track, and monitor budgets for the Human Resource department to ensure budgetary goals and objectives are met
6. Ensures compliance with federal, state, and local laws for all HR policies, including but not limited to protected leave of absence administration, affirmative action, and employee accommodation. Ensures integrity of records and readiness to demonstrate compliance.
7. Establish, create, deliver, and evaluate training and operating procedures for both management and team members to ensure compliance with policies, local, state and federal laws, as well as team member development, management development and leadership development.
8. Create, oversee, and direct policies and policy administration in a manner to create the desired Donor Testing Lab culture, where employees are focused and rewarded on achieving organizational goals
9. Hire, develop and retain a successful HR team, if needed. Authority on personnel decisions impacting the Human Resources department, such as hiring, promotion, performance, evaluation, performance evaluation, and coaching.
10. Maintains confidentiality of NBTP employees, financial and proprietary records, and information at all times
11. Develops and submits for final approval, HR policies for the organization; as well as interprets policy and its application for business.
12. Work across the organization, members of management and team members, to respond to and assist in the resolution of internal employee relations issues.
13. Design and implement a strategy to optimize and integrate modern HR technology (HRIS system), enabling managers and employees to easily perform people-related transactions (e.g. benefits enrollment), facilitates effective HR services.

Will be required to enter areas where other individuals work with human blood. Potential may exist for unanticipated exposure to bloodborne pathogens by splash or spill.
