What are the responsibilities and job description for the Specialist, Air Traffic Services position at National Business Aviation Association (NBAA)?
The Air Traffic Management Specialist advocates for business aviation in the planning and execution of the daily strategic plan of operations for the National Airspace System (NAS), to ensure equity in airspace allocation and participation in traffic management programs. The Air Traffic Management Specialist supports NBAA member companies as well as specific Air Traffic Services subscribers on issues related to aircraft operations within the NAS. This position is physically located at the FAA ATC System Command Center (ATCSCC) in Warrenton, VA.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Provides personalized service to Air Traffic Services subscribers via telephone and email regarding tail number-specific issues
- Disseminates updates of the National Airspace System (NAS) status to subscribers on a regular basis
- Maintains a shift log to assist in shift transitions and to capture subscriber issues
- Monitors, interprets and disseminates Temporary Flight Restrictions (TFR) information to members in a timely manner
- Manages subscriber profiles individually assigned to each specialist
- Assists with No-Radio (NORDO) aircraft as able
- Daily, ongoing interaction with FAA staff at ATCSCC, including specialists, managers, contractors and industry representatives, Air Traffic Services subscribers, NBAA members and NBAA employees
- Interaction with FAA managers of tactical operations, tower and facility controllers and traffic management officers, and airport managers
- Constructs daily flight schedule collected from all subscribers to use in evaluating impact from traffic management initiatives
- Provides input to FAA for peak events to determine necessary and equitable Traffic Management Initiatives (TMIs)
- Educates members on NAS-related topics
- Build relationships with members of the FAA by educating FAA staff on business aviation best operating practices
- Continuously provides input related to Air Traffic Services standard operating procedures (SOPs) and other subscriber benefits to ensure the highest level of service from all staff members
- Educates ATC on NBAA member practices to foster a better understanding of business aviation operations in the NAS
REQUIRED QUALIFICATIONS
- Working knowledge of FAA Air Traffic Management applications that are used to implement Traffic Management Initiatives
- Working knowledge of Traffic Flow Management concepts and procedures and the ability to simplify these complex processes to NBAA members
- Ability to communicate knowledge of ATC procedures as it relates to business aviation practices
- Working knowledge of FAA Air Traffic Management policies and procedures
- Available to work nights/weekends/holidays
- Excellent organizational and prioritization skills
- Excellent oral and written communication skills
- Ability to utilize several software platforms including and not limited to FAA computer software applications (FSM, TSD, OIS)
- Proficient in Microsoft Office applications, web-based resources that support flight operations, and various specialized databases
- Excellent presentation skills
- Ability to multitask
- Strong analytical skills, with the ability to present facts in a clear manner
- Ability to assist with issue resolution and develop alternatives for members
- Solid understanding of Federal Aviation Regulations (FAR) Parts 91/135, weather impacts, business aviation flight operations, aircraft dispatch techniques, and air traffic control procedures relating to traffic flow management
- Good typing skills, computer knowledge and adaptability to changes in various computer systems
- Ability to obtain a US Secret Security Clearance
EDUCATION
- High school diploma or equivalent
EXPERIENCE
- Prior work experience in flight operations
DESIRED QUALIFICATIONS
- Prior work experience in a business aviation flight operations department in the role of operations management, dispatch, and/or aircraft scheduling
- Accredited bachelor’s degree in aviation or related field
- Aircraft dispatcher and/or aircraft pilot certificate
- Experience in air traffic control
