Summary

As the National Gallery of Art looks to the future, this position leads an integrated program of high-level strategic priorities representing emerging fields of endeavor. Managed programs currently include environmental sustainability, accessibility, Belonging and Inclusion, and other special programs and projects that are assigned, each representing the Director's strategic priority.

This position is located in the Administration and Operations (A) Executive Office.

Duties

  • If selected for this position, the programs managed include, but are not limited to :
  • Sustainability. Oversees the development of the agency's sustainability program by guiding, coaching, reviewing, and approving a comprehensive strategic and project plan. Ensures that program goals, objectives, policies, activities, and initiatives are executed in coordination with other Federal agencies, requirements, laws, and regulations. Researches and identifies opportunities for the sustainability staff to address environmental concerns, including energy use, conservation, waste management, and general education on sustainability. Provides guidance and directs changes, improvements, and program plans to meet the ever-changing climate situation and needs of the agency. Coordinates and collaborates with internal and external stakeholders; building and fostering relationships with the local community, peer institutions, vendors and contractors, educational institutions, and the agency workforce.

  • Accessibility. Oversees the development and execution of the agency's accessibility plan. Manages the museum's self-assessment to identify barriers in the following areas : architecture, environment, attitudes, finances, employment, communication, transportation, etc. Works with peers in various departments of the agency to ensure facility construction, renovation, or maintenance projects incorporate state-of-the-art solutions to address the needs of staff and visitors. Revises or approves the agency's Accessibility Plan, which identifies the barriers that limit access to programs, outlines how the barrier will be removed, develops a schedule for steps to remove the barrier(s), and identifies a person(s) responsible for implementing the plan. Identifies resourcing requirements and strategies and proactively works with the Treasury to forecast and program future-year requirements for larger capital expenditures. Defends budget requirements in various forums and monitors execution of funded projects. Maintains knowledge of Federal and local laws, codes, regulations, policies, etc., and ensures compliance. Ensures any required reports are routinely satisfied and responds to requests for information from a variety of stakeholders, media outlets, or advocacy groups. Ensures the plan is regularly updated and revised to reflect additional barriers and opportunities for improvement.
  • Belonging & Inclusion. Develop systemic and legally sustainable programs, policies, structures, and processes that encourage and support a diverse, inclusive, accessible, and equitable museum. Drive increased understanding, know-how, action, and accountability in the agency's culture and operations. Establish goals and measurable outcomes for the Gallery's Belonging & Inclusion program. Collects, compiles, and analyzes data from several sources to track progress, establish trends, and identify opportunities for improvement. Works with curators, educators, and exhibition officers to ensure best practices in the display and interpretation of works of art. Partner with content creators to support inclusive and accessible content. Review proposed and new legislation to assess the impact on the agency's policies, practices, and procedures in the Belonging and Inclusion area and recommend or implement change as appropriate. Represents the museum with partners, financial supporters, and other stakeholders advocating for Belonging and Inclusion strategic initiatives. Oversees development and delivery of training programs in inclusive behaviors, recognizing conscious and unconscious bias, and increasing multicultural acceptance and proficiency. Works with the Administrator and Human Resources and EEO staff to adopt and embrace policies, procedures, marketing, outreach and processes that will increase understanding as well as hiring, developing and retaining staff from diverse backgrounds. Develops, defends and advocates for resource requirements, grant proposals, business plans and training and education to foster a robust and effective Belonging and Inclusion program.
  • Cross-divisional Communication and Coordination. Serves as the Administrator & Chief Operating Officer's alter-ego / deputy, directing and tasking staff and reviewing, approving, and signing documents on behalf of the Administrator. Oversees "front office" staff. Manages the division's performance management program, monitors leave balances and ensures coverage for the division. Coordinates activities across the division, ensuring collaboration and robust and transparent communication and feedback. Leads / supports Division Heads staff meetings, supporting leader development and training. Participates in strategic planning and major program and project planning efforts. Develops, tracks and analyzes key performance indicators and outcome metrics. Collects and analyzes data to assess operations and results, identify trends and opportunities, and satisfy reporting requirements.

    To meet the minimum qualifications for this position, candidates must possess a minimum of one year of specialized experience at or equivalent to grade level GS-15. Specialized experience is defined as the demonstrated ability to perform the duties of the position, including progressively broad and complex experience directly related to the skills and abilities outlined under the Mandatory Technical Qualifications (MTQs) below :

    MANDATORY QUALIFICATIONS :

  • MTQ 1. Building Coalitions to Achieve Results : Demonstrated senior-level skill and ability building coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Describe the ways you have represented an organization or division internally and / or externally, partnered with others that have varying viewpoints, and negotiated or otherwise influenced outcomes to advance a mission. Include any specific work in the areas to be supervised by this position (sustainability, belonging and inclusion, accessibility).
  • MTQ 2. Goal-Oriented Leadership. Describe your skill in setting and communicating short- and long-term goals for yourself and others. How have you ensured that the activities of a team are communicated and well-integrated with those of other teams? How have you planned a year or more ahead of time, and then delivered on that plan? Address the way and frequency with which you have collaborated with others to achieve something bigger than one person can achieve. Elaborate on methods and outcomes related to generating new ideas for opportunities and initiatives to advance an employer's goals. How do you keep up to date on the latest information in your field and quickly learn new program areas?
  • MTQ 3. Leading Strategic Change. Demonstrated senior-level experience bringing about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this qualification is the ability to establish an organizational vision and to implement it in a continuously changing environment. Describe how you lead change and measure results.
  • MTQ 4. Demonstrated senior-level experience leading people toward meeting the organization's vision, mission, and goals. Inherent to this qualification is the ability to coach and mentor both colleagues and subordinates, provide an inclusive workplace that fosters the development of others, facilitate cooperation and teamwork, and support constructive resolution of conflicts. Describe the way you supervise and mentor others, including the full range of hiring, supervising and terminating as circumstances warrant. Describe an instance where you demonstrated the ability to collaborate with diverse age, gender, racial, religious, cultural, linguistic, LGBTQ , and socioeconomic communities; then describe an instance where you were responsible for coaching someone else to be able to do that more effectively.
