BASIC DUTIES AND RESPONSIBILITIES :
Serves as the Division Chief, Mission and International Law (OGCM), Office of the General Counsel (OGC), NGA, and as a senior attorney for NGA regarding intelligence law, international law, homeland security, and issues related to combat support, imagery disclosure and release, imagery sharing relationships, export control, Foreign Military Sales, foreign direct investment (CFIUS), accommodation procurement, safety of navigation (land, sea, air, and space), geospatial intelligence policy matters, and cross-Agency coordination activities. Serves as legal advisor on all matters concerning creation and execution of policy in support of the National System for Geospatial Intelligence (NSG), Allied System for Geospatial Intelligence (ASG), and the tasking, collection, dissemination, and analysis of information gathered from national technical means. Serves as legal advisor to NGA on all matters involving domestic and international geospatial regulations concerning NGA, NSG, and ASG authorities and activities. Principal legal advisor on all legal matters relating to international law, treaties, and international tribunals. Advises on matters concerning the creation and execution of policy in support of the NGA international program. Provides legal and Agency assistance to the Department of Justice, the State Department and other agencies supporting international and domestic war crimes and litigation cases. Advises on legal matters relating to IC and DoD Directives, domestic and international geospatial intelligence policy, and special projects. Supervises all work performed by the OGC attorneys in the Mission and International Law areas, to include all Regional Counsel. Actively participates in the management of OGC as a member of the OGC Senior Steering Group (SSG). Coordinates NGA activities with other DoD, Intelligence, or Executive Branch Agencies, and Congress. This position is located in the Defense Legal Services Agency (DLSA), with duty at either NGA Washington or NGA St. Louis. Some travel is required.

MANDATORY QUALIFICATION CRITERIA :
Eligibility for this executive level position will be based upon a clear demonstration that the applicant has experience of the scope and quality sufficient to effectively carry out the assignments of the position. The successful applicants will be distinguished from other applicants by a review of the following Office of Personnel Management (OPM) Executive Core Qualifications (ECQs), Intelligence Community (IC) Senior Officer Core Qualification (SOCQs) Standards, the Technical Qualifications, and Education Requirements, if required. Failure to meet a Qualification requirement will disqualify an applicant. IC SENIOR OFFICER CORE QUALIFICATIONS
Intelligence Community (IC) Senior Officer Core Qualification (SOCQ) Standard - Leading the Intelligence Enterprise : Required for all positions effective 1 October 2010. This SOCQ Standard involves the ability to integrate resources, information, interests, and activities effectively in support of the IC's mission and to lead and leverage cross organizational collaborative networks to achieve significant mission results. Inherent to this Standard is a deep understanding of the intelligence enterprise (or other comparable interagency or multi-organizational environment) and a shared commitment to the IC's core values. TECHNICAL QUALIFICATIONS
In addition to the Executive Core Qualifications the Intelligence Community (IC) Senior Officer Core Qualification (SOCQ) Standards, which are mandatory for all DISL level positions, applicants will be rated on the TQ's identified below which are essential for successful performance in the position. These statements should be a narrative explanation of your relevant background and experience. They must show that your experience, education, and accomplishments reflect the competence and professional standing required to provide expertise required by this position. Technical Qualification Statements that do not clearly address the qualification criteria will not be adequate for evaluation. (Include as separate attachments, one page maximum per TQ.) The employee selected for this position must possess :
1. Graduation from a law school accredited by the American Bar Association with an L.L.B. or J.D. and an active member in good standing of a Bar of the 50 states, the District of Columbia, or a U.S. Territory or Commonwealth, and at least seven (7) years of post-licensure practice as an attorney. While not mandatory, a postgraduate degree (LL.M.) in national security law, space law, international law, or a related field, is desirable.
2. Expert knowledge and experience in interpretation and application of U.S. and International laws and policies impacting NGA missions and a working knowledge of organizations, processes, programs, and policies of the U.S. Intelligence Community and the Department of Defense.
3. Demonstrated leadership and management skills to effectively and efficiently lead the people and operations of the NGA Mission and International Law Division, and contribute meaningfully to the leadership and management of the NGA Office of General Counsel, to ensure accurate and timely legal advice to enable the Agency's mission in compliance with the Constitution, Federal Law and applicable regulation and policy.
4. Demonstrated superior ability to proactively : (a) evaluate pertinent facts and evidence; (b) interpret and apply law, rules, regulations, and precedents; (c) effectively communicate orally and in writing legal advice to senior officials; (d) mediate and resolve complex legal problems; (e) represent agency interests before external forums; (f) analyze cases with independent judgment and skill; and (g) deal effectively with individuals and groups.
5. Understanding of the scientific and technological activities, equipment, and programs involved in the operations of NGA (including, but not limited to, intelligence, satellite reconnaissance, international agreements and arrangements, space operations, artificial intelligence / machine learning, intellectual property, intelligence oversight, and privacy and civil liberties protections).
6. Demonstrated ability to establish effective working relationships with senior clients and with senior officials in other agencies or private industry, including persons having differing interests, and to influence, manage, organize, and direct others.
List of Publications : Provide a list of any publications or papers you have authored with title, date, and any co-authors, and state the impact on the scientific, technical and / or intelligence community.
Evaluation Methods : Applicants will be evaluated based on job-related criteria identified under the Qualification Requirements by a screening panel of senior representatives with functional backgrounds relevant to this position. Interviews may be conducted.
Security Clearance and Access Level : This position requires access to classified Defense Department and Intelligence Community information. The individual selected must already possess, or be immediately eligible for, a TOP SECRET security clearance and access to Sensitive Compartmented Information. U.S. citizenship is required for the granting of a security clearance.

OTHER REQUIREMENTS :
1. Applicant selected for this position is subject to the completion of a one-year DISL trial period. (Applicants selected from outside NGA may be required to complete a two-year DCIPS trial period if they have not already done so.)
2. This position is covered under the Ethics in Government Act of 1978 (P.L. 95-521). Incumbent will be required to file an Executive Personnel Public Financial Disclosure Report (OGE-278) with the NGA Office of General Counsel.
3. State the lowest pay you will accept and your current total salary.

5. Employment is subject to requirements of the NGA Drug Testing Program.
6. Successful completion of a polygraph examination is required for employment by NGA.
