Position Summary

The Senior Payroll Specialist is responsible for managing payroll processing and compliance, ensuring accuracy, timeliness, and adherence to federal, state, and local regulations. This role requires expertise in ADP Workforce Now (WFN) and experience supporting payroll, compensation, and benefits administration.

Ideal candidates will have experience in third-party administrators (TPA), pharmacy benefit managers (PBM), or healthcare administration, with a strong understanding of complex pay structures, multi-state payroll, and benefits integration. The position collaborates closely with HR, Finance, and Operations to enhance payroll efficiency and support total rewards strategies.

DUTIES AND RESPONSIBILITIES

The essential functions include, but are not limited to the following :

Payroll Administration

  • Process bi-weekly and semi-monthly payroll for a multi-state workforce using ADP WFN.
  • Ensure compliance with federal, state, and local tax laws, including multi-jurisdiction payroll processing.
  • Audit payroll transactions for accuracy, including wages, tax withholdings, deductions, garnishments, and benefit contributions.
  • Partner with Finance & Accounting for payroll reconciliations, general ledger reporting, and compliance audits.
  • Manage year-end processes, including W-2 administration, ACA compliance reporting, and bonus payouts.
  • Optimize ADP WFN functionality, reporting, and automation to improve payroll efficiency.
  • Compensation & Benefits Support

  • Assist with salary structure evaluations, merit increases, and incentive plan administration.
  • Ensure accurate payroll deductions for health benefits, 401(k), HSA / FSA, and voluntary benefits.
  • Support bonus calculations, including retention and performance-based incentives, ensuring compliance with program guidelines.
  • Work with HR on benefits administration, open enrollment processes, and payroll-related compliance reporting.
  • Conduct annual wage survey administration through ADP WFN, in collaboration with the CHRO.
  • HRIS & Compliance

  • Maintain payroll records in compliance with FLSA, ACA, ERISA, and multi-state tax laws.
  • Ensure payroll is integrated with HRIS, benefits administration, and financial systems.
  • Manage leave administration (FMLA, disability, PTO tracking) to ensure accurate payroll calculations.
  • Act as a subject matter expert on payroll audits, compliance filings, and process improvements.
  • Provide payroll-related reporting and analytics to support financial planning and workforce management.
  • MINIMUM QUALIFICATIONS (KNOWLEDGE, SKILLS, AND ABILITIES)

    Qualifications

    Education & Experience

  • Bachelor’s degree in Human Resources, Business Administration, Finance, or related field (preferred).
  • 3–5 years of payroll experience, preferably in TPA, PBM, or healthcare administration.
  • Expertise in ADP WFN for payroll processing, reporting, and system optimization.
  • Experience managing multi-state payroll, tax compliance, and payroll-related benefits administration.
  • Certified Payroll Professional (CPP) certification preferred, or actively pursuing certification.
  • Fundamental Payroll Certificate (FPC) is a plus for candidates with 1–3 years of payroll experience.
  • Skills & Competencies

  • Advanced ADP WFN knowledge for payroll processing, compliance, and reporting.
  • Strong understanding of multi-state payroll, tax compliance, and benefits integration.
  • Ability to analyze payroll data, identify discrepancies, and ensure processing accuracy.
  • Excellent problem-solving skills, with a focus on process improvement and automation.
  • Strong communication and collaboration skills to work with HR, Finance, and Operations.
  • Proficiency in Microsoft Excel, HRIS systems, and payroll analytics tools.
  • Preferred Experience

  • Experience in a TPA, PBM, or healthcare administration setting.
  • Knowledge of self-funded healthcare plans, benefits administration, and healthcare payroll compliance.
  • Understanding of variable compensation structures, incentive plans, and performance-based pay models.
  • Experience managing payroll integrations with HRIS, accounting, and benefits systems.
