Summary This is a secondary position located with the Office of Secure Transportation (OST); Agent Operations Eastern Command (AOEC) in Oak Ridge, TN. As a secondary position, previous experience as a Federal Agent-Nuclear Materials Courier is required for successful performance of the duties of the position. Responsibilities As a Training Specialist, you will : Serves as a technical expert; the incumbent is responsible for developing training curriculum and course management for all OST Federal Agent-Nuclear Materials Courier training phases. Manages, coordinates, and administers training programs; identifies training resources and meets Training Approval Program requirements. Performs extensive fact-finding and research to maintain a state-of-the-art training program in a highly specialized field. Conducts annual reviews of training materials, OST lesson plans, and self-assessments to identify and correct program requirements. Maintains, reviews, and updates employee training records for OST Federal Agent personnel. Serves as a certifying official for OST Federal Agents and instructors during qualifications. The position directly supports the Federal Agent-Nuclear Materials Courier function by providing mandatory training to ensure compliance with safety, health, emergency management, transportation, and security regulations during convoy operations. The incumbent develops new training for new tactics, techniques, procedures, and / or new equipment, weapons, or vehicles. Requirements Conditions of Employment Subject to Random Drug Testing Must pass a pre-employment drug test. Favorable suitability determination required. Financial Disclosure is required. Must be able to obtain / maintain a Q level Security Clearance. You must be a United States Citizen. This employer participates in the E-Verify program. Compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity which will require that you provide two forms of identification. Selected applicant will be required to obtain CDL. A one-year probationary period may be required. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02, NV-03, or GS-12. Specialized experience for this position is defined as experience that demonstrates the ability to manage and plan large -scale training events related to force protection of the transportation of nuclear materials, research and evaluate comprehensive state of art training programs to ensure compliance with safety, health, and security regulations during convoy operations, identify and oversee course materials to develop a new curriculum aimed at improving the training programs, conducts and manages needs assessments to evaluate training cost and resource utilization. Examples of Specialized Experience : Experience developing, planning, and managing training courses similar to those used in a protective force program. Experience working with training developers to establish curriculum requirements similar to those used in a protective force program. Experience supporting and / or leading essential and / or refresher training events similar to those used in a protective force environment. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include : volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP / ICTAP candidates : To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better. Conditions of Employment / Position Requirements : This position demands a physical fitness level capable of meeting the challenges of OST training, which includes : Running, sprinting, jumping, climbing, squatting, and crawling. Lifting while wearing a helmet, a tactical vest with body armor plates. Carrying firearms over significant distances and durations. Enduring long training hours while equipped with protective gear, including body armor, helmets, tactical equipment, and emergency-related gear.
