What You'll Do
Under general direction of the Emergency Management Readiness Assurance manager, the training officer will primarily maintain Emergency Management (EM) training in accordance with DOE Order 426.2A and E-PROC-3028, Enterprise Training and Qualification Program. This includes assigning site and position-specific training to EM personnel based on an approved job analysis. Process management endorsements and entering training rosters in the Learning Management System (LMS) for EM personnel. Update the ESO Training Plan and position job analyses, as needed. Process training extensions/exceptions/resets for organization personnel. Review training impact assessments and assess adequacy of training in EM working with area subject matter experts. Develop and maintain coursework (including those developed with Lectora software suite). Perform investigations of EM issues related to training. Ensure EM personnel meet job qualification requirements. Work with the Drill and Exercise coordinators to track training deficiencies for proficiency. Participate in exercises/drills as controller/evaluator.
Involves independent judgment and discretion of the comparison and evaluation of possible courses of conduct and having the authority to make an independent choice. Maintains training/lesson plans and documentation to support Emergency Services Departments; these include Emergency Management, Operations Center, and System Operations. Also manages and delivers training for the Emergency Response Organization and general employee training (GET) as it relates to emergency response. Provides support in the areas of issues management and management assessments. Support independent facility assessments as an audit team member. Guides field implementation of new techniques, new technologies, or new operational concepts in order to improve efficiency, consistency, and/or effectiveness within the organization.

Minimum Job Requirements
- Bachelor's degree: Minimum 2 years of relevant experience
- OR 10 or more years of relevant education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements of this posting
- Possess, or have the ability to obtain a DOE Q-clearance
Preferred Job Requirements
- Knowledge of SAP HANA and Learning Management System (LMS)
- The ability to present information clearly and effectively through the oral and written word
- Demonstrated skills in effective planning, organizing, analytical evaluation, communication, and schedule compliance
- Requires high proficiency in Microsoft Office software packages such as Access, Excel, Word, and PowerPoint
- Bachelors’ degree in Business, Education, Emergency Management or a related field
- Knowledge of emergency operations/emergency management
- Knowledge of/experience in training records information system (TRISS)
- BIT and OJT training
