Duties

The major duties for the position of Engineering Equipment Operator Leader include:

  • Operates motor grader to ditch, plow, clear debris, flat road grading, maintaining road shoulders, and ditching where grading to stake is not required.
  • Operates front end loaders in the process of moving dirt and materials, plowing snow and filling trucks.
  • Leads work crews on daily road operations to include replacing gates, asphalt repair, road striping, road sign removal and installation.
  • Leads work crews on roadside brushing and clearing lines of sight.
  • Leads work crews during times of snow removal and sand and debris removal after monsoonal rains.


This is a Permanent Career-Seasonal position and subject to release and recall procedures. A permanent career-seasonal position includes all the benefits of permanent employment, but does not provide employment on a full year-round basis. As such, selectee will be in a non-pay/non-duty status for at least 2 weeks to 6 months per year based on project requirements or weather conditions. Selectee is guaranteed to work at least 6 months per year but not more than 50 weeks per year, with the work schedule to be determined upon appointment. The typical season for Joshua Tree National Park is March through March with a 2 week non-pay status from March 16-March 29, but can be variable during these months due to project requirements or weather conditions.

  • U.S. Citizenship required.
  • Appointment subject to background investigation and favorable adjudication.
  • Meet Selective Service Registration Act requirement for males
  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You must possess and maintain a current Class A, Commercial Driver's License with Tanker endorsements.
  • You may be required to complete training and operate a four-wheel drive vehicle.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.

You will receive credit for all qualifying experience, including volunteer experience.

The duties of this position involve operation of vehicles that require the operator to possess a Commercial Driver's License with Tank endorsements.

Education

There is no substitution of education for experience for Wage Grade (WG) positions.

Physical Demands: Heavy physical effort is required in constantly climbing in and out of different machines, pushing and pulling levers continuously while machine is in operation, and lifting such items as opening and closing tail gates on dump trucks. Work is strenuous because of the large equipment operated, the frequent adjustments made, and the adverse operating conditions. Considerable strain is caused by the constant vibration of the equipment and the jerking and jolting from operating conditions. Frequently lifts and carries items weighing up to 50 pounds and often puts forth similar effort when pushing, pulling, turning and positioning parts, assemblies, equipment and tools.

Working Conditions: Operation of large equipment in difficult terrain and weather increases risk of injury. Works both inside and outside and is exposed to hot and humid weather and/or cold weather. Ice, road oils, and other hazards such as snow, loose gravel, sand and rocks create hazardous conditions.

The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.

Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s).

CTAP/ICTAP: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
