Description of Position: To serve as a COMSEC Controlling Authority for USSPACECOM mission systems that support Department of Defense and United States Government priorities while ensuring compliance with legal and regulatory requirements.
Position Duties/Responsibilities:
- Responsible for managing USSPACECOM equities in Cryptonet and Key Management Systems to support the execution of the Controlling Authority (CONAUTH) mission set supporting the Department of Defense.
- Plan, manage, and coordinate the utilization of crytopgraphic keying material authorizations to ensure the protection of warfighting systems supporting Department of Defense priorities.
- Evaluate and process requests for keying material, authorizes cryptographic keys for use, and authorizes the release of COMSEC material to foreign nations both via ground and over the air satellite transmissions while being in compliance with applicable policies.
- Coordinate production, availability requirements, communications security policies, specifications of, issuance of, and exceptions pertaining to COMSEC keys.
- Serve as a COMSEC subject matter expert, planning and managing the COMSEC program and supporting cryptonet systems ensuing that COMSEC material is continually available and secure.
- Perform impact evaluations & damage assessments of suspected and actual COMSEC incidents and proposing corrective actions to management personnel to mitigate damage and compromise.
- Represents United States Space Command J6C, Cyberspace Assurance Division, to all entities within Space Command and the Department of Defense articulating Division priorities to stakeholders, negotiating & resolving applicable issues, and reporting on progress to leadership personnel/
Key Skills & Abilities:
- Knowledge of COMSEC security requirements for network operations, systems testing and evaluation, and network protocols.
- Knowledge of cryptographic keying material, devices, and characteristics and their applicability to communications systems in both tactical and crisis environments.
- Knowledge of cybersecurity principals, data security risk management processes, and operational impacts of cybersecurity lapses.
- Skill in originating new ideas, projects, methodologies, and executing projects within established operational and time constraints.
- Ability to effectively communication, both orally and in writing; and ability to present information clearly, with tact and technical accuracy.
Qualification Requirements:
- Experience at the next lower broadband/grade level (or equivalent) in performing operations of cryptonet and/or key management systems while coordinating production, availability requirements, communications security policy, specifications, issuance, and exceptions to COMSEC keys. Serving as a COMSEC subject matter expert and advising internal and external stakeholders on matters relating to the cryptographic security posture. Recommending and developing proposals to integrate COMSEC, INFOSEC, and cybersecurity projects and initiatives into information systems architecture and planning processes.
- Education Requirements: N/A.
- Incumbent is required to have minimum certification and education required to meet standards outlined in DoD 8140.03, Cyberspace Workforce Qualification and Management Program for the applicable cyber codes: 801 – Program Manager, and 802 – IT Project Manager. Failure to comply will result in removal from this position.
