Location: River House - 211 SE Caruthers St., Portland, OR 97214
Schedule: This is an in-person position, Monday through Friday.
Wage Range: $25.85 - $30.40, non-exempt

POSITION SUMMARY:
The Evaluation & Research Project Specialist will work as part of the Evaluation Team for one or more NARA evaluation, research, and technical assistance (TA) projects or programs. This position is responsible for assisting in various evaluation and research components across the organization, including the development, implementation, and management of program evaluation plans and reporting requirements. The Specialist will choose or design the appropriate data collection instruments to be used for each project. The Specialist will administer a variety of quantitative and qualitative data collection instruments/methods. The Specialist will identify data collection needs, manage data collection activities, and perform data analysis and interpretation. This position will share evaluation findings with project staff in an understandable, concise manner. The Specialist will translate research or evaluation results into actions to improve NARA projects and programs by ensuring evaluation findings are used to inform program planning, implementation, and decision-making.
What you will do:
- Ensure the quality of evaluation activities by adhering to recognized evaluation standards, protocols, and best practices.
- Keep up-to-date with advances in public health evaluation methodologies, tools, and techniques, and apply these to program evaluation activities.
- Comply with all Human Subjects Protections Procedures established for research projects.
- Follow confidentiality guidelines in the conduct of all procedures and processes.
- Develop reports summarizing evaluation findings, recommendations, and lessons learned, and present these to program staff, stakeholders, and funders in a coherent, palpable manner using data visualization software.
- Create and implement evaluation plans, including defining evaluation objectives, developing research questions, selecting appropriate methodologies, and identifying data collection and analysis tools.
- Design and administer various data collection instruments, including structured and semi-structured interview guides and surveys.
- Conduct structured and semi-structured in-person, telephone, and focus group interviews with project participants and/or project staff.
- Insure fidelity in use of standardized interview protocols and survey instruments.
- Oversee the collection, analysis, and interpretation of data for program evaluation.
- Utilize data analysis software in order to interpret evaluation/research findings.
- Maintain and manage evaluation project database files.
- Develop and manage evaluation reports and other deliverables in compliance with grantor evaluation and reporting requirements.
- Provide technical assistance to project director and staff as well as partners in evaluation methods and data analysis.
- Initiate, facilitate, develop and maintain trusting and trauma-informed interactions and relationships with project participants.
- Attend project team meetings and provide evaluation feedback.
- Works collaboratively, and maintains professional boundaries with clients, other NARA staff, team members, and treats everyone with respect and dignity at all times.
Qualifications
QUALIFICATIONS:
- Must pass a pre-employment or for cause drug tests.
- Must pass criminal background and DMV checks.
- Must have a valid driver's license and be insurable under NARA Northwest's auto insurance policy
- Proficient in MS Outlook, Word, Excel and PowerPoint
- Bachelor's degree in a social science, health-related field, or similar degree
- Two years’ experience performing similar duties to those mentioned above
- Excellent written and oral communication skills
- Excellent interpersonal and organizational skills
- Experience with data analysis and/or visualization software, such as Tableau, SQL, SPSS, MS Power BI, Python, and SAS is considered a plus.
PREFERRED QUALIFICATIONS:
- Experience working within the Native American/Alaska Native community
- A master’s degree in a social science, health-related field, or similar degree is a considered plus.
