Summary

This position is in the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC) Mission Area, Natural Resources Conservation Service (NRCS), Management and Strategy Deputy Area.

This position serves as the Training Delivery Branch Chief and Supervisor responsible for providing leadership, management, evaluation, and technical direction to the subordinate staff.

Duties

  • Performs the full range of managerial and technical supervisory duties within the team.
  • Oversees the execution of products, policies, and procedures within the organization and is responsible for staff management, coordination, and execution of mission support programs that support organizational goals.
  • Develops uniform management policies and staff management principles and guidance for mission area programs.
  • Provides staff level advice and consultation to senior management.
  • Conducts policy reviews to evaluate effectiveness of current policies and practices and to ensure consistency in their application.
  • Confers with the Director and with other key operating and staff personnel regarding projected major changes and develops a course of action within framework of established policy and objectives to accomplish core mission.

    TIME-IN-GRADE REQUIREMENTS : Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted).

    MINIMUM QUALIFICATIONS : To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and / or education for the respective grade level in which you are applying :

    Specialized Experience at the GS-14 : You must have at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service that included :

  • Teaching or instructing in an adult education program, college or university, or military installation in the following career field(s) : Staff Management, coordination and execution of mission support programs;
  • Supervising or administering a training program designed to mitigate risks of farming through crop insurance services conservation programs and technical assistance, and commodity, lending and disaster programs;
  • Reviewing training materials / aids / devices, course content, and delivery methods to ensure training objectives are effectively supported and met; and
  • Working in farming, ranching or conservation programs that required training or instructing others on a regular basis.
