**Position Duties/Responsibilities**
- You will be responsible for pre-award and post-award functions including price/cost analysis, negotiation and administration for equipment, materials and services associated with test and evaluation, and research and development of activities.
- You will review procurement request (PR) packages for complex equipment, services, and research and development requirements.
- You will prepare competitive and non-competitive solicitation documents.
- You will coordinate the evaluation of technical proposals, review the evaluation plan for consistency with the criteria in the solicitation, and provide advice during the technical discussion stage to Government and contractor personnel.
- You will obtain required pre-award surveys, field pricing reports, technical reports, and legal reviews of conditions or changes to the solicitation.
- You will negotiate with potential contractors on a competitive or sole-source basis.
- You will administer contracts for modifications as a result of change orders or new work outside the original scope.
- You will resolve contractual problems in conflicts between the Statement of Work/specifications and the contractor's technical proposal and intent to perform.
