Navanti anticipates supporting a project under the German Agency for International Cooperation (Deutsche Gesellschaft für Internationale Zusammenarbeit - GIZ) focused on strengthening municipal governance in Libya. The project's main target groups are various national-level Libyan institutions and ministries, municipalities across Libya, and civil society actors. The team will work to strengthen institutions, promote inclusive policies and policymaking, and enhance efficient service delivery at both national and municipal levels.
Navanti is seeking an experienced International Expert in Political Economy Analysis (PEA) to support the Team Leader and partners in providing evidence-based analysis and strategic advice on governance, reform initiatives and the broader development contexts in Libya. The ideal candidate will have extensive research experience, strong regional expertise in the Middle East and North Africa, and a proven background in development cooperation projects.
Tasks:
- Prepare policy briefs, reports, and analysis to inform EU interventions on the political
economy, governance and decentralization. - Contribute to the programs strategic advice to the EU delegation and member states on aligning their strategies with Libyan governance priorities and the decentralization
roadmap. - Develop knowledge products (e.g., case studies, lessons learned, best practices) on
political economy, governance reforms and institutional support in Libya. - Establish cooperation with regional and international think-tanks to facilitate knowledge
transfer and strengthen research capabilities. - Provide on-demand technical assistance and tailored policy recommendations to EU stakeholders for addressing emerging governance challenges.
Qualifications:
- Education/Training: Masters degree (or equivalent) in Economics, Governance, Public Administration, Political Science, or International Development.
- Language: C2-level proficiency in Arabic (spoken and written), C1-level proficiency in English
- General Professional Experience: Minimum of 8 years of professional experience in governance analysis and research
- Specific Professional Experience: At least 5 years of experience in providing advisory support or policy recommendations; at least 2 years of experience in Libyan political, economic, and institutional contexts
- Regional Experience: 6 years of professional experience in Western Asia, Middle East or North Africa, with experience in/on Libya preferred
- Development Cooperation Experience: Minimum of 3 years of experience working on development cooperation projects
