Navanti anticipates supporting a project under the German Agency for International Cooperation (Deutsche Gesellschaft für Internationale Zusammenarbeit - GIZ) focused on strengthening municipal governance in Libya. The project's main target groups are various national-level Libyan institutions and ministries, municipalities across Libya, and civil society actors. The team will work to strengthen institutions, promote inclusive policies and policymaking, and enhance efficient service delivery at both national and municipal levels.
Navanti is seeking an experienced International Expert in Public Policy and Governance to support the Team Leader and partners in the assessment and modernization of existing regulations and policies in the Libyan context. The ideal candidate will have extensive leadership experience, strong regional expertise in the Middle East and North Africa, and a proven background in development cooperation projects.
Tasks:
- Conduct comprehensive reviews of governance, decentralisation, and service delivery policies at national and municipal levels.
- Map existing regulations and identify gaps or inconsistencies with the decentralisation
roadmap and international best practices. - Develop policy recommendations and legal drafts for modernising regulations in
coordination with Libyan stakeholders. - Facilitate stakeholder consultations to validate proposed policy reforms, ensuring
inclusivity and alignment with citizens needs. - Provide technical advice to national institutions on implementing revised policies.
- Develop practical guides, manuals, technical standards, methodologies, and procedures for implementation
- Specifically provide support on e-governance and technology integration for modern
service delivery and good governance approaches.
Qualifications:
- Education/Training: Masters degree (or equivalent) in Public Policy, Economics, Law, Public Administration, International Development, Business Administration or Civil Engineering.
- Language: C2-level proficiency in Arabic (spoken and written), B2-level proficiency in English
- General Professional Experience: Minimum of 8 years of professional experience in policy analysis, development and implementation at national or municipal level
- Specific Professional Experience: At least 5 years of experience in drafting white papers, national studies and executive regulations; at least 3 years of experience in Libyan governance and institutional system at national and municipal level
- Leadership/Management Experience: 4 years in a management or team leadership role within project-based environments with responsibility for 4 people
- Regional Experience: 6 years of professional experience in Libya
- Development Cooperation Experience: Minimum of 3 years of experience working on development cooperation projects
