Navanti anticipates supporting a project under the German Agency for International Cooperation (Deutsche Gesellschaft für Internationale Zusammenarbeit - GIZ) focused on strengthening municipal governance in Libya. The project's main target groups are various national-level Libyan institutions and ministries, municipalities across Libya, and civil society actors. The team will work to strengthen institutions, promote inclusive policies and policymaking, and enhance efficient service delivery at both national and municipal levels.
Navanti is seeking an experienced International Expert in Organizational Development to support the Team Leader and partners in enhancing the organizational structures, processes and capacities, and the human capacity development, of Libyan institutions at the national and municipal levels. The ideal candidate will have extensive leadership experience, strong regional expertise in the Middle East and North Africa, and a proven background in development cooperation projects.
Tasks:
- Technical responsibility for organizational and human capacity development of institutions
- Conduct institutional assessment and preparation of institutional development plans.
- Lead adaptation and introduction of organizational structures and processes such as
job descriptions, standard operating procedures, recruitment plans, etc. - Provide technical advice on implementation of relevant organizational measures and
production of advisory and working papers - Lead production of documents on organizational development, and contribute to
production of other documents. - Develop concepts and training plans on the basis of identified requirements
- Implement professional education and human capacity development measures
- Support assessment of service delivery process and design of optimized processes
- Contribute to mentoring and support for technical advisors and partners
- Serve as an embedded expert in targeted institutions for short or long-term support
as needed.
Qualifications:
- Education/Training: Masters degree (or equivalent) in Organizational Development, Law, Public Administration or Business Administration.
- Language: C2-level proficiency in Arabic (spoken and written), B2-level proficiency in English
- General Professional Experience: Minimum of 8 years of professional experience in institutional development, human resources reform, or capacity building at national or municipal level
- Specific Professional Experience: At least 5 years of experience in conducting human capacity needs assessments, human capacity gap analyses, developing human resource policies or training programs; at least 3 years of experience in Libyan governance and institutional system at national and municipal level
- Leadership/Management Experience: 4 years in a management or team leadership role within project-based environments with responsibility for 4 people
- Regional Experience: 6 years of professional experience in Libya
- Development Cooperation Experience: Minimum of 2 years of experience working on development cooperation projects
