What You’ll Do:
The Business Analyst II performs advanced business analysis to support the planning and implementation of a metadata library project. This role will work closely with the Office of Data Governance (ODG), IT teams, and agency programs to develop and implement standardized documentation of business and technical metadata across the agency. The Business Analyst II will also contribute to other data governance initiatives as needed.
The ideal candidate will have strong communication skills (verbal and written), as they will engage with public health program staff daily. Responsibilities include planning, monitoring, and reporting on program engagement, tracking progress towards a fully documented metadata library, and ensuring efficient data governance implementation.
This role requires attention to detail, the ability to work across multiple program areas, and a strong initiative. Experience in business and technical metadata documentation and public health data is preferred.

Responsibilities will include but are not limited to:
- Analyze and evaluate business systems and user needs to align with organizational goals
- Work closely with public health program staff to develop a metadata library
- Document business and technical metadata across data governance tools
- Assist in business process reengineering and identify technology solutions for improved business effectiveness
- Conduct business process mapping and reengineering using industry standards
- Prepare solution options, risk assessments, and financial analyses such as cost/benefit analysis, ROI, and buy/build decisions
- Write detailed descriptions of user needs, program functions, and development steps for system modifications
- Monitor and report on program engagement and project progress
- Collaborate with IT and agency programs to ensure effective implementation of data governance priorities
- Adapt to a fast-paced environment, handling multiple program areas efficiently
- Minimum Experience: 4 years of business analysis experience
- Strong understanding of business process reengineering and process mapping
- Ability to prepare solution options, risk analysis, and financial impact assessments
- Experience in writing detailed user requirements and system modification documentation
- Strong initiative, self-motivation, and work ethic
- Experience documenting business and technical metadata (preferred)
- Experience working with public health data (preferred)
- Ability to effectively communicate with a wide variety of stakeholders
- Strong attention to detail and ability to manage multiple program areas
