Job Summary:
Serves as NEXCOMs Chief Accounting Officer within the finance division Code F. Has all controllership responsibilities for the NAFI organizations Navy Exchange Program NEX Navy Lodging Programs as well as supporting the Military Sealift Command Exchange Program MSC.

Duties and Responsibilities:

  • Reports directly to NEXCOM's Senior Vice President/Chief Financial Officer (CFO) who provides general guidance and sets goals and objectives.
  • Supervises a staff of five direct reports and a department of 200 in all areas of controllership, including: Financial Reporting and Analysis, G/L Accounting, Merchandise and Expense Payables, Retail Stock Ledger, Fixed Assets, Payroll, Travel, Sales Audit, Bank/Credit Card Reconciliations, Internal Controls, and Budgeting.
  • Interacts with multiple agencies within the Federal Government.
  • Primary coordinator for all financial audits, both internal and external (CPA).
  • Primary subject matter expert and decision maker surrounding issues that involve Generally Accepted Accounting Principles (GAAP).
  • Incumbent works independently, exercising good judgment in performing and organizing specific work assignments. Provides necessary recommendations for efficiency, effective internal controls and cost cutting initiatives.
  • Represents Code F during various meetings ranging from, but not limited to, budget reviews, contract /MOA approvals, new business opportunities, corporate capital project updates, staffing discussions, and accounting challenges involving GAAP considerations.
  • Key member of the Total Loss Committee and serves as an IT Project Sponsor.
  • Responsible for the Balance Sheets for NEX, Navy Hospitality Group Programs and MSC. Performs periodic reviews to determine the accuracy of balances and ensures full compliance with GAAP requirements and reconciliations.
  • Monitors sensitive, large dollar accounts including worldwide accounts receivable, inventory, special reserves and allowances/accrual accounts, BRAC/closure accounts, etc.
  • Oversees the monthly accounting closing process which results in the preparation of the monthly flash (pre-final operating results) and final operating statements.
  • Presents senior leadership with an analysis of the monthly financial results for NEXCOM.
  • Provides daily leadership to the staff, sets annual performance goals, and reviews performance at least twice per year. Continually reviews Code F staffing levels and approves, in consultation with CFO, all personnel actions.
  • Ensures compliance and philosophical leadership in EEO.
  • Primary liaison with finance managers located within District offices in Europe and Japan.
  • Supervises the preparation of NEXCOM's annual worldwide operating budget. Also responsible for the preparation of Code F's detailed annual income and expense budget.
  • Ensures compliance with annual auditor management letter recommendations.
  • Ensures compliance with DoD/OSD reporting requirements and DoD Directives, Instructions and Publications pertaining to the accounting functions for NAFIs and Military Exchanges.
  • Implements internal control processes to deter fraud, waste and abuse and to promote responsible management of financial programs. Ensures compliance with OIA recommendations.
  • Ensures compliance with Generally Accepted Accounting Principles (GAAP) and all applicable Federal, State and local regulations for financial and tax compliance.
  • Maintains professional relationships with auditing, actuarial and other commercial partners.
  • Maintains close contact with various groups and divisions of NEXCOM, external commercial and governmental entities, and other military exchanges on pertinent operational and financial matters.
  • Acts as a leader and general point of contact for the Code F Accounting division on a daily basis.

  • Must be a US citizen and able to obtain a security clearance.

EDUCATION REQUIREMENTS

DEGREE: A four-year bachelor’s degree in Accounting, or a degree in a related business field that included or was supplemented by 24 semester hours in accounting.

OR

A COMBINATION OF EDUCATION AND EXPERIENCE: 4 years of progressive leadership experience in accounting, financial reporting, or auditing, supplemented with a bachelor’s degree and relevant coursework in advanced accounting, financial management, or auditing.

AND

SPECIALIZED EXPERIENCE: 10 years of progressively responsible experience in corporate accounting, finance, and leadership roles, including 5 years in a senior-level position such as Director of Finance, or VP of Finance. Experience should include financial statement preparation and consolidation, managing multi-entity accounting structures, overseeing audits and risk management, and driving financial strategy. Strong proficiency in ERP systems and financial reporting tools is required. Candidates must demonstrate the ability to develop and lead high-performing teams, drive process improvements, and effectively communicate financial insights to executive leadership, board members, and key stakeholders.
