Summary
This position is assigned to the Food & Beverage Division; Morale, Welfare and Recreation (MWR) Department; Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii; Commander, Navy Region Hawaii (CNRH); Commander, Navy Installation Command (CNIC). The incumbent will direct a comprehensive program of various food, beverage and boating opportunities for active duty, retired military, their dependents and authorized Department of Defense (DoD) civilians.

The incumbent will direct a comprehensive program of various food, beverage and boating opportunities for active duty, retired military, their dependents and authorized Department of Defense (DoD) civilians. Total local population of authorized patrons exceeds 85,000 and annual revenue is in excess of $10,000,000 per year.
The incumbent will be responsible for the development, management, maintenance, planning and administration of large and diverse Joint Base Food, Beverage and Marina programs. Will use initiative, judgment and originality in programming, planning, marketing and internal controls. Furthermore, the incumbent will apply existing Department of Navy and local region guidelines while developing own supplements and procedures for use by staff to evaluate patron's needs and interests. The incumbent will be assertive and take corrective actions as required to ensure accuracy of data, effectiveness of systems and standardization as required by the national and regional chains of command.
The incumbent will promote effectiveness and efficiency using strong organizational and budgeting strategy, internal controls and risk management guidelines necessary to provide reasonable assurance of accomplishing management goals and objectives on a national and regional level.
the incumbent will promote JBPHH goals and objective as well as those from Commander Naval Installation Command (CNIC). Additionally, the incumbent will support NAFI incentive award program, facility zone inspections, and departmental programming efforts.
The incumbent will work closely with other MWR activities, staff offices, advisory groups, supervisors, Commanding Officers, manufacturers, vendors professional counterparts, etc., to ensure the programs are responsive to and support the active-duty service personnel along with all authorized patrons. The incumbent will ensure all levels of supervision are informed or program policies changes, special events, problems or other pertinent information. The incumbent will ensure facilities and equipment are maintained in good working condition and are esthetically pleasing to authorized patrons. Safety, sanitation, security and other deficiencies will be addressed, identified and corrected on the spot.
Incumbent will apply fiscal and accounting knowledge and skills regarding both appropriated and non-appropriated fund entitlements and procedures to interface with the various funding resources creating a sound fiscal policy that meets JBPHH MWR short- and long-range goals and objectives for all programs.
Incumbent will develop short and long-range operational goals to ensure that the NAFI programs remain up-to-date and competitive with local establishments and the atmosphere they provide.
The incumbent will promote and publicize, in every authorized media available, Food, Beverage and Marina programs, services, and facilities on a cost-effective basis to ensure eligible members of the community are well informed of opportunities available to them.
The incumbent will represent the Food, Beverage and Marina programs at mandeatory meetings, various conferences, budget reviews, etc., concerning current and future programs, practices and trends both at the region and national level.
The incumbent will perform additional tasks as assigned by the JBPHH MWR Director.

The incumbent must have comprehensive knowledge of Navy MWR policies, requirements, administrative practices and procedures related to the planning, budgeting, scheduling, and coordinating of Food, Beverage and Marina programs. The knowledge mentioned above must be such that they are able to efficiently operate and utilize the facilities and equipment under their purview to provide the authorized patrons with a quality and safe experience. Furthermore, the incumbent must have skills in negotiating program issues and operational requirements with personnel inside and outside the JBPHH installation, various community organizations and authorized patrons.
Knowledge and skill in directing the application of management principles, concepts and methodology to a variety of conventional and unusually difficult and complex assignments, involving the full range of Food, Beverage and Marina programs to include operations and maintenance, financial management, assignment utilization, improvements, management-patron relations, marketing and equipment management to provide the highest standard of service to the authorized patrons.
Must have a thorough knowledge of finicial management, including budgeting cost, profitability, analysis, internal controls, audits, procurement and cash flow management. The uncertainty of availability of appropriated fund support and subsidies for other activities require a high level of finicial management skills.
