Summary

This position is located in the Non-Appropriated Fund HRO, Commander, Navy Region Hawaii, Fleet & Family Readiness department. The incumbent serves as a Personnel Security Specialist responsible for processing formal background check documentation as well as input and tracking of all NAF personnel actions for CNRH FFR. Incumbent is responsible for monitoring of employment suitability of more than 1500 candidates working with children, other NAF positions, CDH applicants, volunteers and interns.

Major Duties include but are not limited to:

Executes appropriate policies, procedures and processes of the personnel security program to insure the initial and continuous evaluation of individual eligibility to occupy sensitive and non-sensitive positions and obtain security clearances on personnel assigned to Navy Region Hawaii FFR, along with FFR operations at installations Joint Base Pearl Harbor Hickam-Hawaii (JBPHH) and Pacific Missile Range Facility (PMRF), including NAF personnel in Military Family Support Center (MFSC), Child & Youth Programs (CYP), and Morale, Welfare & Recreation (MWR) programs.

Routinely evaluates security clearance eligibility in light of reports documenting information that is often extremely complex or controversial. Properly processes all cases and technical aspects in the adjudication of personnel security issues. Prepares recommendations for approval or denial of security clearances eligibility. Serves as the liaison to resolve questions raised by prior investigations and prepares detailed case summaries and analysis. Makes highly discretionary decisions as to the course of action needed to take in these cases.

Working with the Personnel Security team, assist with formulation, development, and implementation of security policies and procedures, systems, and programs involving the loyalty and reliability of people for the NAF personnel security program for CNRH FFR. Determines the suitability and security eligibility of individuals for entry and retention in sensitive and non-sensitive positions. Makes security clearance determinations for civilians for access to sensitive information, resources, material or work sites. Reviews requests for security clearances and special accesses, interviewing nominees of applicants, afford rights to due process through hearings, when necessary, apply organizational regulations regarding the type of personnel security check required (i.e., national agency checks with inquires, special agency checks, etc.) and requests an investigation from the appropriate organization.

Reviews, evaluates, and adjudicates reports or investigations, personnel files, and other records to make recommendations to supervisor's command whether to grant, deny, revoke, suspend, or restrict security clearances consistent with national security and/or suitability issues. Makes recommendations on the which data were collected; evaluates the authenticity, validity, and pertinence of the data to the case at hand; and requests additional investigations or develops other information, if needed.

Provides authorities information and assistance to organization officials and lower echelon commands by; advising on personnel security policies and related matters and on the impact of personnel security requirements on organizational missions, formulating and recommending personnel security investigative requirements; advising on procedures for adverse security determinations and personnel rights; represents the organization in personnel security matters; develops guidelines, procedures, and other materials for use in the command; administers programs, establishes, develops, and maintains effective working relationships with other subordinate commands within CNRH FFR and other tenant activities on base.

Assist with the formulation and administration of an active, robust and effective security education and awareness program, which includes training of the Electronic Questionnaires for Investigations Processing (e-QIP) and to ensure all personnel understand the need to protect classified / PII information. The incumbent will assist the NAF Personnel Security team with military, civilians and contractors.

Performs security program functions utilizing separate and distinct processes and methods to arrive at sound decisions. Conducts surveys, informal investigations, and risk assessments to analyze and evaluate data and form conclusions and recommendations for corrective actions.

Adapts policies and procedures to meet situational and location needs. This frequently requires significant departure from established practices, and may require considerable coordination, persuasion, and facilitation by the incumbent, to obtain cooperation and compliance. Reviews, interprets, correlates and implements numerous complex security regulations and guidelines.

Ability to effectively interact with all levels of personnel, both military and civilian.

  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.

  • A valid state driver's license is required to operate motor vehicles.

A qualified candidate must possess the following:

Knowledge of a broad range of security concepts, principles, practices, and procedures, to independently review, analyze, and resolve difficult, complex conflicting conditions and mission priorities surrounding security threats and vulnerabilities.

Ability to plan, develop and implement the personnel security program to apply to security reviews and staff assistance visits.

Knowledge of the mission, tasks and functions of CNRH FFR and their relationships to other military and civilian organizations at higher authority levels. Provides expertise, guidance, consultation and support on a wide variety of background personnel issues to management officials, supervisors and employees in the area of background investigations while complying with both the Department of the Navy, Personnel Security Program (SECNAV M-5510.30) and the Child and Youth Program (OPNAVINST 1700.9E).

Knowledge of laws, regulations, Executive Orders, DOD directives and other rules and regulations governing personnel security.

Knowledge of Hawaii State and Federal criminal laws and criminal procedures.

Knowledge of CNIC's organizational structure, functions, and mission.

Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).

Ability to interpret, identify and analyze and resolve conflict in policy and program objectives.

Ability to communicate effectively both orally and in writing.

Ability to effectively interact with all levels of personnel, both military and civilian.

Education

Bachelor's degree or higher in a related discipline is desired.

OR Combination of Education and Experience: A combination of education and experience that provided the applicant with the knowledge of a broad range of security principles and procedures.

Salary is dependent on experience and/or education. Some positions have special requirements.
