This position will serve as the Section Materials Specialist for the Materials and Tests Unit in Division 3.
The primary purpose of the Section Materials Specialist (SMS) is to coordinate and facilitate the Materials and Tests Unit’s operations in one of the fourteen (14) NCDOT Divisions across the State. Each Section Materials Specialist is responsible for supporting and coordinating all inspection, testing, sampling, investigations, and contract reviews in preparation for project certification for a five (5) to fourteen (14) county NCDOT Division. Each Division has a Materials Field Office. This office and personnel are responsible for sampling, testing, and inspection of materials at production sites and on projects throughout each respective Division. This includes the administrative and technical supervision of up to two Engineering Technician IIIs. The SMS and their Engineering Techs handle testing, sampling and inspection of materials used in the maintenance and construction of roads and structures assuring that they meet prescribed standards and specifications.
Each Section Materials Specialist provides technical assistance to producers, contractors, and NCDOT technical and engineering personnel as needed. The SMS ensures that personnel are current on the latest NCDOT specifications and policy changes. The development and implementation of these policies and procedures, and the monitoring of the effectiveness and uniformity of application of these policies and procedures, are also primary purposes of this position.

Knowledge, experience and certification in sampling and testing asphalt, aggregate, concrete and soils materials used in highway construction is preferred. Knowledge and experience with HiCAMS database is preferred. Ability to safely navigate hazardous work situations at highway construction projects and material/product stockpiles while following established in-house safety procedures.
Must be able to legally operate a state vehicle.

- Demonstrated ability to assess testing proficiency of technicians to ensure compliance with established testing methods.
- Experience evaluating and reviewing inspectors’ reports related to compliance with specifications.
- Experience working in close quarters with restricted movement, climbing bridge substructures, and/or working over water or over and around high volumes of traffic.
- Skill communicating with people in and outside of DOT.
- Experience using computers and various computer software on a regular basis.
