Description

Under general direction, the Director of Maintenance Operations provides oversight, direction, and support of the overall maintenance activities of the Bus Operations Maintenance Department, to ensure all aspects of the operation are performing at or above planned goals and objectives. This position ensures that District operations, within assigned scope of responsibility, are maintained and operated in a safe and efficient manner and that transit services are operated in compliance with the specifications and regulations of the Federal Transit Administration (FTA) and other regulatory and governing agencies.

Distinguishing Characteristics
This position is distinguished by its overall responsibility, oversight and administration of all aspects of maintenance operations services including administration, supporting the development and implementation of transit service plans and schedules. This position is designated as Safety-Sensitive under NCTD authority (non-DOT) and will participate in a random testing pool under those guidelines. This position is designated as “at-will” in accordance with the NCTD Employee Handbook.

Supervision Received and Exercised
The Director of Maintenance Operations reports to the Chief Operations Officer - Bus (COO-Bus) and is responsible for the direct and/or indirect oversight of Maintenance Operations Managers, and Bus and Maintenance Operations contract staff. This position has direct supervisory responsibility for staff positions as assigned. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.

Working Conditions
Normal working conditions for this position are in both an office and field setting. Business travel may be required periodically between District sites, governmental agencies, consultants’ facilities, and other locations as required.

Examples of Duties

Essential Functions
Duties may include, but are not limited to:


  • Directs overall maintenance activities for multiple and complex major equipment maintenance functions, including scheduled and preventive maintenance, performance, production, and transit operations projects.
  • Serves as technical resource to the divisions and executive management.
  • Troubleshoots and coordinates response to maintenance issues that cross divisional and organizational lines.
  • Projects future requirements for vehicle replacements and/or overhauls.
  • Develops and presents programs and projects, including cost projections.
  • Plans, develops, and administers department policies and procedures; sets goals and priorities.
  • Oversees preparation and administration of department budget and capital program.
  • Works with purchasing and other departments to ensure efficient and economic operations.
  • Oversees safety, quality, and preventive maintenance programs.
  • Prepares complex reports and analyses on maintenance-related subjects.
  • Represents NCTD divisions and departments at in-house and external meetings.
  • Directs and manages technical studies and reviews.
  • Assists in planning and establishing new divisions and facilities.
  • Coordinates requests from other departments for special projects.
  • Works with purchasing, supply, and grant departments to plan, schedule, and support use of labor and funds.
  • Directs managers in first-level disciplinary and grievance hearings and recommends appropriate disciplinary action for both represented and non-represented employees.
  • Assists in preparations for labor negotiations.
  • Manages assignments of staff and resources to operating divisions.
  • Supervises, trains, mentors, and motivates assigned staff.
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees.
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of NCTD are carried out.
  • Performs other related duties as assigned.

  • Applicable local, state, and federal laws, rules, and regulations governing maintenance of public transit systems and environmental and quality control standards and requirements.

  • Labor relations, including labor contracts, discipline, and grievance appeals.
  • Human resources policies and EEO procedures.
  • Finance, accounting, asset management, budgeting, forecasting, and cost control and reduction.
  • Various analysis methodologies.
  • Public agency procurement procedures and contract administration.
  • Modern management theory.
  • Applicable computer business software applications, such as Microsoft Office Suite.

Qualifications

Education/Experience


  • Bachelor’s degree in business, public administration, engineering or related field required.
  • Minimum of five (5) years of relevant senior management-level experience in bus fleet maintenance, requiring at least two years specialized experience in area of assignment.
A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered.

Licenses/Certificates:.
  • Possess or be able to obtain and maintain a California driver’s license, Class C, with less than 6 points in the prior 36-month period and no DUI’s in the prior seven year period.
  • Maintain compliance with the District’s policy regarding Conflict of Interest and Ethics.
  • Must be able to obtain and maintain annual access to Marine Corp Base Camp Pendleton.

  • A professional level of expertise in multiple areas and demonstrated use of high level discretion and judgment in execution of duties is preferred.
  • Must be able to manage and maintain simultaneous, transitional, and emerging priorities.
  • Demonstrated proficiency in computer software programs including the Microsoft Office Suite.
  • Able to respond in-person to system emergencies and system problems on any shift and under any weather or time-of-day circumstances.

Physical Requirements

The employee must possess the ability to use the phone and computer for extended periods, manual dexterity to complete clerical functions and work with office equipment, and lift equipment up to 25 pounds on a daily basis. The employee must be able to hear, see, and communicate verbally to exchange information. The employee must be able to physically travel between District locations and other destinations, work in evenings when required, work in hazardous conditions. The employee may be subject to fumes, odors, dusts, gases, chemicals. The employee must be able to walk, climb, balance, bend, carry, push, reach, sit, and stand.

  • Ability to operate standard office equipment, including a fax and scanner machine, copy machine, and telephone.
  • Ability to carry and operate a mobile on-call device.

Retirement:

CalPERS: NCTD participates in the CalPERS retirement program with benefit formulas of 1.5% @ 65. Benefits are calculated based on your age at retirement, the number of years of service credit with CalPERS, and the highest average pay rate in a 36 month period.

457 Deferred Compensation/401(a) Plans: NCTD offers a voluntary Deferred Compensation savings plan through VOYA. Employees are eligible upon hire, and can contribute a designated percentage of their compensation into the plan in accordance with IRS limits. Additionally, NCTD matches 50% of employee 457 contributions, up to 8% of payroll (4% max contribution) into a 401(a) plan. Employees are vested in NCTD contributions over a 3 year period.

Medical Insurance: NCTD participates in the CalPERS medical insurance program and offers a rich variety of plans to choose from. NCTD contributes towards monthly medical premiums. If selected coverage is greater than the NCTD contribution, employees will pay the additional premium via pre-tax payroll deduction.

Dental Insurance: NCTD offers dental coverage through United Concordia with a PPO or DHMO option.

Vision Insurance: NCTD offers vision insurance through Medical Eye Services.

Life Insurance: NCTD provides group Life/AD&D insurance at no cost to the employee in the amount of $200,000. Additional, voluntary supplemental life insurance is available for the employee and eligible dependents at the employee's cost.

Long Term Disability Insurance: NCTD offers voluntary Long Term Disability Insurance at the employee's cost. Coverage up to 60% of your hourly wage ($6,000/mo max) can be purchased.

Flexible Spending Account Plan: NCTD offers the following plans for pre-tax employee contributions:

PTO/Paid Time Off: Employees earn PTO in accordance with the following schedule:
  • 0 through 3.99 years: 120 hours per year
  • 4.00 through 9.99 years: 176 hours per year
  • 10 years: 216 hours per year
