Special Education District Level Specialist. Full-time position to begin the 2025 / 2026 school year. SPED Teaching Certification w / Endorsement is required.

Purpose Statement

The job of Special Education District Level Specialist is done for the purpose / s of supporting the instructional process by assisting student teachers, provisional teachers, and career educators across the district. This includes providing guidance, resources, and information, as well as ensuring compliance with Special Education and Medicaid rules and regulations. District Level Specialists contribute by attending district and school team meetings, participating in monthly Special Education collaboration meetings, providing training, and engaging in Individual Education Program (IEP) meetings. They also meet regularly with the Special Education Director to discuss the needs of schools, teachers, students, and families to ensure that students with disabilities receive specially designed instruction and are being provided a free, appropriate public education (FAPE).

This job is distinguished from similar jobs by the following characteristics : This position is distinguished by the following : it is reviewed annually, and the District Level Specialist must reapply every five years. The role is at the discretion of the Director of Special Education and operates on a 185-day teacher contract, with potential additional days as specified in the yearly Teacher on Special Assignment (TSA) form. The duties may vary based on individual assignments.

This job reports to Director - Special Education

Experience : Job related experience with increasing levels of responsibility is desired.

Required Testing Certificates and Licenses : Pre-Employment Proficiency Test Designated Subject Matter Endorsement

Teaching Credential

Continuing Educ. / Training Clearances : BA, BS degree in related area with increasing levels of job-related experience may substitute for MA Degree. Maintains Certificates and / or Licenses

Essential Functions

  • Attends meetings (e.g. special education staffing, school-based team meetings, monthly collaboration, etc.) for the purpose of coordinating activities and ensuring alignment with school, district and state objectives.
  • Collaborates with school level teams for the purpose of ensuring adherence to best practices in instruction, assessment, and compliance procedures.
  • Facilitates communication among personnel, students and parents for the purpose of assessing situations, solving problems and resolving conflicts effectively.
  • Familiarizes themselves with district resources and support systems for the purpose of offering school teams viable options for student placement and a continuum of services.
  • Maintains positive working relationships for the purpose of fostering a work climate to ensure the success of assigned personnel.
  • Mentors and coaches pre-service, provisional, and career educators in various areas (e.g. instruction, content, lesson planning, classroom
  • management, parent relations, special education compliance, Medicaid, etc.) for the purpose of ensuring students receive specialized instruction and a free, appropriate public education (FAPE).
  • Models best practices instructional methods for the purpose of supporting professional development of pre-service teachers, provisional teachers, and career educators in teaching and learning techniques.
  • Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the Special Education Department.
  • Provides ongoing professional learning opportunities for the purpose of supporting compliance, instructional strategies, and other initiatives as directed by the Special Education Director.

  • Recognizes the role as supportive in nature for the purpose of improving student learning outcomes.
  • Understands that the role is not administrative but is designed for the purpose of providing direct support to teacher and school teams.
  • Utilizes Special Education procedures, software, rules and regulations for the purpose of ensuring compliance with district and state standards.
  • Job Requirements : Minimum Qualifications

  • SKILLS are required to perform multiple, highly complex, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include : planning and managing projects; using pertinent software applications; preparing and maintaining accurate records; and administering personnel policies.
  • KNOWLEDGE is required to perform basic math, including calculations using fractions, percents, and / or ratios; review and interpret highly technical information, write technical materials, and / or speak persuasively to implement desired actions; and analyze situations to define issues and draw conclusions. Specific knowledge-based competencies required to satisfactorily perform the functions of the job include : pertinent codes, policies, regulations and / or laws; conflict resolution; organization principles, and concepts of management and supervision.
  • ABILITY is required to schedule activities, meetings, and / or events; often gather, collate, and / or classify data; and use job-related equipment. Flexibility is required to work with others in a variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using standardized methods. Ability is also required to work with a significant diversity of individuals and / or groups; work with data of varied types and / or purposes; and utilize job-related equipment. Problem solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is limited to moderate. Specific ability-based competencies required to satisfactorily perform the functions of the job include : communicating with diverse groups; maintaining confidentiality; setting priorities; working as part of a team; working with frequent interruptions; creating a positive school climate for students, staff and community; motivating staff; and adapting to changing work priorities; have the ability for regular and reliable attendance.
  • Responsibility

    Responsibilities include : working under limited supervision using standardized practices and / or methods; directing other persons within a small work unit; operating within a defined budget. Utilization of some resources from other work units is often required to perform the job's functions. There is a continual opportunity to significantly impact the organization's services.

    Work Environment

    The usual and customary methods of performing the job's functions require the following physical demands : some lifting, carrying, pushing, and / or pulling, and significant fine finger dexterity. Generally, the job requires 50% sitting, 25% walking, 25% standing. This job is performed in a generally clean and healthy environment.
