Job Description
The State of Nebraska, Department of Health and Human Services is seeking a Child Support Enforcement (CSE) Operations Specialist for the Division of Children and Family Services. The CSE Operations Specialist is responsible for the Review and modification of court orders per state and federal statute and regulations as well as the Recovery and establishing repayment plans and collecting from overpaid parties, Administrative attachment, License suspension, State Tax Offset, Federal Tax Offset and Passport Denial. This position also offers support to Child Support Enforcement workers across the state.

As a Child Support Enforcement Operations Specialist, You Will
Work Schedule: Monday - Friday; 8:00 AM - 5:00 PM
Dress Attire: Business Casual
Requirements / Qualifications
Minimum Qualifications: A Bachelor's degree in a closely related area such as: social work; counseling/guidance; psychology; sociology; human development; mental health care; education; criminal justice; public or business administration; accounting; law enforcement; or English. OR 24 semester hours of post high school coursework in social work; counseling/guidance; psychology; sociology; human development; mental health care; education; criminal justice; public business administration; accounting; law enforcement English or a closely related area. AND Two years of experience in eligibility determination for major Income Maintenance programs or child support services; in developing contacts with local community organizations and their resources and experience in other areas of social services delivery involving close contact with client/applicants or in a judicial or law enforcement organization or credit and collections organizations involving close contact with clients/applicants in a decision-making role.

Must have ability to handle multiple tasks. Possess strong analytical skills. Must be detailed oriented, work independently, and demonstrate excellent verbal/written skills. Enjoys talking on the phone with customers.

As a Child Support Enforcement Operations Specialist, You Will
- Research inquiries related to various administrative procedures such as Tax Refund Offset, License Suspension, Unemployment Insurance Benefits, Consumer Credit Reporting and Property Liens.
- Interpret and apply federal regulations, state statutes and the Nebraska Administrative Code to implement administrative procedures.
- Evaluate applications, court orders and other legal documents to determine legal jurisdiction and initiate appropriate actions such as administrative enforcement and modification of support.
- Analyze incoming interstate cases to ensure that documentation is complete and determine appropriate jurisdiction for the establishment and enforcement of support orders.
- Research, resolve and respond to inquiries from custodial and non-custodial parents, general public, child support enforcement agencies, attorneys, District Court clerks, state and federal agencies and elected officials.
- Represent the State at Administrative hearings pursuant to implemented administrative actions.
- Prepare and analyze reports to ensure the effectiveness of programs.
- Provide training on various Child Support Enforcement programs.

- Experience in child support enforcement and case management.
- Experience in eligibility determination for public assistance programs, protection and safety, or finance and accounting.
- Customer service experience related to researching and responding to inquiries.
- Experience with CHARTS, NFOCUS and Microsoft Office applications.
- Bilingual skills in English/Spanish.
