Neighborhood Coalition for Shelter (NCS) helps New Yorkers who have a history of homelessness, often compounded by mental illness or substance use, to achieve their highest level of independence. We were established in 1982 by faith and community leaders on Manhattan’s Upper East Side who believed that homelessness is the responsibility of the entire community. More than 40 years later, we are still guided by the principle that neighbors should help neighbors.

POSITION SUMMARY:
NCS Connect serves individuals who may need services but are currently disconnected from them. We have a presence at free meal programs on the Upper East Side of Manhattan five evenings a week, providing guests with information and referrals for shelter and housing, public assistance, counseling, mental health and substance use treatment, and various other local services.
Chance to Connect (CTC), located on the Lower Level of Madison Avenue Presbyterian Church, offers a space for individuals referred from NCS Connect to receive follow-up support and light case management. Here, they can enjoy a respite with coffee, snacks, Wi-Fi, activities, toiletries, and other essentials.
The Program Manager will oversee and coordinate the delivery of social work services for NCS Connect, ensuring effective management of its mobile information, referral, and case management program. This program serves low-income, housing-insecure, and at-risk individuals utilizing community meal programs and accessing support through Chance to Connect.
Essential Duties and Responsibilities:
- 35 hour work week, Monday to Friday flexibility with schedule.
- Provide supervision and ensure administrative compliance of CTC and NCS Connect with funding agency requirements while supporting staff development.
- Supervise and monitor staff’s compliance with keeping client treatment records and other documentation current.
- Develop program budgets with CPO and CFO and monitor expenses.
- Recruit, hire, and supervise staff and volunteers, providing guidance and support; ensure opportunities for ongoing training
- Perform other job-related duties as assigned as needed.
Qualifications
Knowledge, Skills, and Abilities:
- Knowledge of community resources preferred.
- Strong time management skills.
- Knowledge of Windows, Microsoft Word, and Excel.
- Proficiency in AWARDS is highly preferred.
- Proficiency in written and verbal communication in English; fluency in Spanish is an asset.
Education and Experience/Training:
- Prior experience in social service environment, particularly working with homeless/formerly homeless, mentally ill and/or chemically addicted individuals.
- Requires a Bachelor’s degree in Social Work or a related field, Master’s Degree in Social Work preferred.

SALARY RANGE: $50,000 - $65,000 plus signing bonus
Final salary will be determined based on various factors which may include internal equity, work experience, skills, knowledge, education and/or certifications.
