Loan Portfolio Manager
The Neighborhood Community Development Fund (NCDF) is a certified community development financial institution committed to fostering economic growth and development in Allegheny County. The Loan Portfolio Manager is responsible for overseeing the administration, performance, and compliance of the loan portfolio. This includes loan closings, disbursements, risk assessment, compliance monitoring, and borrower support. This role involves collaborating with internal teams and external partners to ensure smooth operations and impactful lending. This position plays a critical role in advancing the organization’s mission of fostering economic growth and community development.
The successful candidate will be a creative and driven self-starter with the ability to work both independently and collaboratively within a team environment and will report to the Director of Operations.

NCDF is a non-profit loan fund that provides loans to business startups, existing small businesses, community service organizations, real estate developers focusing on affordable housing or neighborhood commercial district revitalization in Allegheny County. We work with diverse groups of customers, including small businesses, individual entrepreneurs, and neighborhood-based organizations. We close more than 100 loans per year and have a portfolio of more than 300 loans totaling almost $17 million.
Responsibilities
Loan Closing and Disbursement:
· Manage the loan closing process, ensuring legal and compliance standards are met.
· Oversee disbursements and coordinate funding with the team.
· Maintain accurate loan documentation and ensure security interests are perfected.
Portfolio Management:
· Conduct regular reviews and risk assessments of the loan portfolio.
· Identify and address performance issues, developing mitigation strategies.
· Oversee compliance with loan agreements, including insurance and reporting requirements.
· Update standard operating procedures for the administration of loans and portfolio management, including internal processes and loan system maintenance.
· Manage borrower relationships, providing exceptional customer service.
· Coordinate more targeted help with Technical Assistance staff.
Risk Management and Reporting:
· Prepare and present portfolio performance reports for internal and external stakeholders.
· Manage the process of borrower loan modifications in conjunction with the Director of Operations.
· Collaborate with the team to maintain accurate records and ensure regulatory adherence.
Operational Support:
· Coordinate loan system updates and maintenance with IT and the Director of Operations.
· Manage borrower communications, including collection of tax returns, reports and surveys.
Required Skills/Qualifications
· Ability to provide excellent internal and external customer service.
· Strong knowledge of small business or commercial lending.
· Exceptional written and oral communication skills, with the ability to tailor messaging for different audiences and platforms.
· Highly organized and deadline-driven with strong attention to detail.
· Ability to work independently and manage multiple projects simultaneously.
Minimum Qualifications
· Bachelor’s degree preferred
· Minimum of 3-5 years of experience in loan portfolio management, underwriting, or lending operations.
· Strong knowledge of commercial or small business lending, including credit analysis and risk assessment.
· Proficiency in Microsoft Office and experience with CRM and loan management software (e.g., Salesforce).
· Excellent analytical, organizational, and communication skills.
· Proven ability to manage multiple tasks and deadlines effectively.
· Demonstrated commitment to economic equity and community development.
Preferred Qualifications
· Experience in community development financial institutions (CDFIs) or mission-driven lending.
· Familiarity with compliance frameworks and accounting standards, such as CECL.
· Knowledge of real estate or small business lending.
· Fluency in Spanish or otherlanguages is a plus.
