Neos is seeking an AI Program Manager for a 12 month contract with our client in Austin, TX.

Position Summary

The Program Manager is responsible for the implementation and administration of one or more corporate programs, typically consisting of multiple projects or sub-projects. The incumbent will guide the development, coordination, and success of all aspects of the corporate programs including governance, budget, and schedules, and communicate with project stakeholders, management, and other relevant parties. This position will proactively work with the Program Management team, IT staff, and agency employees.

  • Artificial Intelligence (AI) Transformation Program Hub: a centralized AI platform and related transactional systems that deliver timely, accurate, and valuable information for AI portfolio operations.
  • Other AI products, as defined in roadmap.

Top Technical Requirements:

  • Establishing a strategic roadmap for the program and its related projects in coordination with TRS business, specifically Artificial Intelligence (AI) business goals and processes to inform product priorities and improvements.
  • Conducting procurement exercises as necessary to acquire vendor services for assessment or to outsource the effort to a long-term vendor.
  • Establishing timeline and resource requirements for successful execution of the program and its projects. Coordination with key stakeholders and sponsors to obtain approval of resources and timeline.
  • Manages day-to-day operational aspects of multiple projects including maintaining and creating artifacts for planning, execution, and close-out of key initiatives within the project and program.
  • Management of the day-to-day operations and scrums of various projects, and oversight and coordination team established for this initiative.
  • Working with various IT and business stakeholder areas to ensure that project and program deliverables are compliant with state, federal, and other applicable agency standards.
  • Risk identification and coordination of resolution with project leadership.
  • Works closely with project sponsors, cross-functional teams, and assigned project managers to plan and develop scope, deliverables, required resources, work plan, budget, and timing for new initiatives.
  • Develops and implements strategies for the program team, including developing a robust risk mitigation plan.
  • Identifies opportunities for improvement and ensures methodologies and regulations are upheld.
  • Consistently tracks project milestones and deliverables, and monitors and reports on project status.
  • Identifies and resolves project issues and conflicts.
  • Coordinates meetings for the PMO and assists with vendor contract management.
  • Acts as a lead to project managers assigned to projects which fall under the program.
  • All other duties as assigned.

Minimum Required Qualifications:

  • Required Education
  • Bachelor s degree from an accredited four-year college or university.
  • High School diploma or equivalent and additional full-time experience in project management, systems analysis, or related technical experience may substitute for the required education on a year-for-year basis.
  • Required Experience
  • 7-10 years of full-time project management, artificial intelligence, systems analysis and design, software development, or related experience, including experience managing large technology projects and utilizing a defined project management methodology.

Preferred Qualifications:

  • Bachelor s degree in project management, Management Information Systems (MIS), or Business.
  • Experience managing medium to large projects.
  • Experience working in a Texas state agency and with preparing Texas Project Delivery Framework documentation.
  • Experience creating project related RFO/RFPs. Information Technology Infrastructure Library V3 (ITIL V3).
  • Project Management Professional (PMP).

Responsibilities/Knowledge, Skills, and Abilities:

Knowledge of:

  • Establish product roadmaps and release plans that incrementally satisfy requirements and achieve business outcomes.
  • Project portfolio management principles and practices; and project management software tools such as MS Project, ServiceNow, and/or Microsoft SharePoint.
  • Microsoft Office Suite with a high proficiency in Excel.
  • Software development methodologies and lifecycles.
  • Agile practices.
  • Organizing, and coordinating work to effectively meet frequent and/or multiple deadlines.
  • Prioritizing and managing multiple tasks simultaneously and managing conflicting priorities and demands.

Skilled in:

  • Project planning and management.
  • Leading project teams: and organizing, directing, and motivating staff to meet project goals and objectives.
  • Conducting research, consolidating findings, and utilizing the knowledge gained to create or adapt processes and procedures based on best practices.
  • Developing sound business cases and return on investment (ROI) calculations.
  • Communicating complex technical information to people of varying technical backgrounds, including preparing and delivering complex planning documents, reports, presentations, proposals, and bid specifications.
  • Using a computer in a Windows environment with word processing, spreadsheet, and other business software.
  • Providing quality customer service.
  • Experience managing large procurement projects.
  • Experience developing SOW s for RFO/RFPs.
  • Ability to:
  • Establish and maintain harmonious working relationship with co-workers, agency staff, and external contacts.
  • Work effectively in a professional team environment.
