Job Description :

The Senior IT Project Analyst (PA) position will support IT project management activities by gathering and documenting requirements, analyzing data, and tracking and reporting project financial and schedule performance. The PA will be focal point for coordinating activities between team members and stakeholders to ensure project objectives are completed on time, within scope, and budget.

The PA will facilitate technical meetings and interviews with clients and subject matter experts (SME) to document requirements and detailed system specifications. The PA will manage changes to project scope, including maintaining change and risk logs in accordance with established processes.

The PA will support recurring and ad hoc assignments as required for the tracking and reporting of progress and project performance metrics. The PA will assist in managing project budgets against technical requirements, including budget formulation, forecasting, and developing strategies for maintaining alignment against project baselines. The PA will prepare and deliver comprehensive project documentation, including project management plans, status reports, dashboards, schedules, meeting minutes, job aids, and technical presentations. Key responsibilities also include managing and maintaining all project deliverables within the program's Teams and SharePoint Online libraries.

Requirements

  • U.S. citizenship is mandatory.
  • Ability to obtain and maintain a Public Trust clearance as required by the contract.
  • This is a hybrid position requiring onsite attendance in McLean, VA for 2-3 consecutive days each month.

Minimum Education / Experience

  • Bachelor's degree in Business, Information Systems, Management Information Systems, Math, or Science.
  • Must have 15 years of relevant experience with a strong emphasis on developing acquisition requirements and preparing associated planning, scheduling, and financial documentation.
  • Highly proficient in using Microsoft Office Suite (MS Word, Excel, and PowerPoint), MS Teams, and MS SharePoint, with experience using financial and project management tools.
  • Strong writing, communication, and organizational skills with the ability to interact effectively with users and stakeholders throughout the organization.
  • Must possess a solid understanding of federal government contracting principles and practices.
  • Experienced with IT infrastructure systems, and IT infrastructure life cycle management, budgeting, and financial analysis associated with these systems.
  • Ability to coordinate and prioritize concurrent activities within deadline-driven climate.
  • Strong customer focus and management of relationship with user community.
  • Experience performing systems analysis and requirements elicitation.
  • Experience gathering critical data and providing overall support to the project team.
  • Expertise related to acquisition management, budgeting, planning, IT governance, and cost / schedule analysis.
  • Ability to coordinate and prioritize concurrent activities within deadline-driven climate.
  • Strong communication and negotiation skills and the ability to interact effectively with users, managers, stakeholders, and IT support staff.
  • Ability to work within a multi-functional team environment.
  • Excellent problem-solving skills including issue identification, problem definition, root cause analysis, development of recommendations.
  • Ability to use analytical skills to recommend process improvements.
  • Ability to identify core requirements and the business rules that control or guide them.
  • Knowledge of Earned Value Management principles is desirable.
  • Strong customer focus and management of relationship with user community.
  • Demonstrated experience with planning, budgeting, meeting facilitation, and requirements elicitation.
  • Develop documentation that details the strategy for project implementation and lifecycle support. Develop analysis reports that summarizes cost, schedule, and benefit information for projects.
  • Develop ancillary artifacts, briefings, and reports as required by the customer. Prepare presentation material for executive briefings.
  • Experience with IT infrastructure systems and IT infrastructure life cycle management, federal government budgeting and financial analysis.
  • Ability to coordinate and prioritize concurrent activities within deadline-driven climate.
  • Excellent analytical skills including the ability to think through all aspects of problems and generate possible courses of action.
  • Experience supporting software development will not be considered as this is not a software development program.
  • Responsibilities :

  • Conduct interviews with customers, managers, and subject matter experts to gather detailed financial, schedule, performance, and budgetary information for projects.
  • Develop, update, and review documentation that supports the acquisition of IT infrastructure components, ensuring all financial data is accurate and aligned with project objectives.
  • Ensure all documentation and deliverables adhere to federal government Acquisition Management System and Quality Management System templates.
  • Collaborate with stakeholders to document and manage project status, ensuring all financial and schedule data is accurately reflected and reported.
  • Prepare analysis reports summarizing cost, schedule, and benefit information for IT infrastructure projects.
  • Develop and present executive-level briefings and presentations on project performance, cost control strategies, and financial status.
