About OSIT:
The Governor’s Office of Science, Innovation and Technology (OSIT) supports Nevada’s economic development strategy.
HSNV Broadband Initiative:
The objective of the High Speed Nevada (HSNV) Initiative is universal access to modern broadband infrastructure that provides all Nevadans at their home or business access to an affordable, reliable, and scalable high-speed internet connection. During Phase I, OSIT will expand IT infrastructure to State and local government facilities, schools, libraries, healthcare institutions, and departments of public safety. During Phase II (Middle Mile), OSIT will design, construct, and operate a middle mile backbone network. During Phase III (BEAD), OSIT will bring fiber to Nevada’s unserved and underserved homes.
Position Overview:
The HSNV Fiber Team Project Manager is a professional who oversees the executing and monitoring of the projects. Under the direction of the OSIT Director of Operations, this position will manage the fiber construction project from start to finish; lead meetings with providers, contractors, and permitting agencies; visit sites for safety meetings and inspections; and oversee infrastructure activities and other duties as assigned. The salary as an hourly rate covers all costs associated with the assigned work, including, but not limited to, personal vehicle, cell phone, travel, office space, and computer equipment. It is expected that the Project Manager will work from home or another non-State location. Project site visits are required.
Primary Responsibilities:
· Works with and supports OSIT Director of Operations, the other HSNV Fiber Team Project Managers, as well as other OSIT staff
· Implements the project plan, manages resources, and ensures the project is on track
· Single point of contact for managing applications and relationships with ILEC and/or other conduit/structure lease and joint build efforts
· Manages relationships to jurisdictions and ROW contacts such as cities, counties, and RR, working in close relationship with underlying rights group to identify and prepare encroachment permitting, franchise) agreements
· Provides specialized telecommunications technical expertise
· Monitors progress, identifies and resolves issues, and regularly updates the Director of Operations
· Tracks progress, monitors risks, adjusts the project plan, and ensures that project deliverables meet quality standards
· Oversees route design, engineering, permits, construction, and the construction process
· Serves as the primary interface with stakeholders including local government, community anchor institutions, and Internet Service Providers
· Ensures weekly production reporting is accurate
· Coordinates with providers to develop and implement corrective action plans to ensure projects are completed on schedule and budget
· Maintains strong relationships through phone calls and Zoom/Teams meetings with providers and contractors
· Verifies and updates documentation
Preferred Skills and Characteristics:

· Know how to create and view kmz map files
· Must be willing and able to drive to visit project sites
