Job Description

Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities

The Business Specialist will report to the Enterprise Infrastructure Programs (EIP) Director. This position will manage several programs and division reporting functions supporting staff development, recruiting, mentoring, performance reporting, safety and program management.

Responsibilities

  • Early Career Rotation Program (ECRP).
  • Emerging Leader Rotation Program (ELRP).
  • Intern Programs.
  • Safety, Analytics, Forecasting, and Evaluation Reporting (SAFER).
  • Performance Evaluation and Measurement Plan (PEMP) Status and Reporting.
  • Coordination of Division Meetings, Enterprise Reporting Functions and Employee Recognition Programs [Plan of the Week (POW), Tier Meetings, Enterprise Management Operations Review (EMOR), Director/NA-90 Recognition Programs, Team Meetings, Action Tracking, etc.).
  • Manage and facilitate the Early Career Rotation Program (ECRP). The program is a two-year developmental rotation program designed to recruit and retain needed talent and skills. Participants engage in four 6-month rotations working in various capacities within the six infrastructure divisions. Rotations are designed to provide experience and in-depth knowledge of the infrastructure divisions while providing meaningful work that will expand the participants’ experience, company knowledge, and business acumen. Participants are full time employees with full benefits and employee responsibilities.
  • Manage and facilitate the Emerging Leader Rotation Program (ELRP). The program is 18 months in duration and consists of six 3-month rotations through various organizations within Infrastructure. The purpose of the program is to create an opportunity to recognize and develop high performing, emerging leaders, and enable them to gain additional management and leadership exposure through opportunities to directly engage with division leadership and senior level management. Rotations may include mentoring, leadership shadowing, events, and various other activities to expand the participants knowledge and understanding of leadership.
    • The facilitator plays a vital role throughout these programs providing a central POC, coach and counselor to the participants.
    • Facilitator responsibilities include:
      • Review resumes, coordinate panel interviews & selection of candidates.
      • Assist with onboarding candidates.
      • Brief Rotation Managers.
      • Meet with ECRP participants monthly (check-ins) or more frequently if needed, counsel or coach.
      • Meet with rotation managers at least mid-way through rotation.
      • Schedule Meet the Director briefings for new classes.
      • Schedule tours, events, and activities.
      • Schedule / plan rotations.
  • Act as the institutional Point of Contact supporting Safety, Analytics, Forecasting, and Evaluation Reporting (SAFER) integration with NFO and NNSA enterprise stakeholders. SAFER is designed to creating a common, real time operating picture of the enterprise operational and safety environment through integration of data across NNSA sites. Integration activities and initiatives facilitate effective real time, data driven, decision-making. The program has been developing since 2022, is funded by NA-ESH and supported by the NNSS with NFO engagement and oversight.
    • SAFER Tasks and Responsibilities include:
      • Management of SAFER Program budget/funding decisions.
      • Represent MSTS on SAFER Steering Committee in coordination with NFO.
      • Act as the MSTS SAFER Account Manager, responsible for review and approval of MSTS SAFER access requests.
      • Facilitate and coordinate data requests from SMEs and NA-ESH SAFER Team.
      • Integrate with Classification & Cyber Security to review and approve data submission of data into the SAFER Database.
  • Facilitate collection of division performance from all infrastructure divisions and support development of writeups for PEMP Status and Reporting.
  • Coordination of Division Meetings, Enterprise Reporting Functions and Employee Recognition Programs to include: POWs, Tier Meetings, EMOR, Director/NA-90 Recognition Programs, Team Meetings, Action Tracking, etc.
Qualifications

  • Bachelor’s degree in related field and at least 12 years of professional level experience, or equivalent training and experience.
  • Able to utilize independent judgment, creativity, and initiative to resolve problems and ensure that requirements are completed efficiently, on time, and are cost-effective.
  • Able to prioritize and schedule multiple activities of the division.
  • Able to communicate with all types of people in a tactful, professional, influencing, motivating, and effective manner while screening and maintaining confidentiality.
  • Able to understand and remember complex data, policies, procedures, laws, regulations, terminology, schedules, personnel, and other details.
  • Able to deal with pressure of handling multiple tasks, complains, frequent interruptions, and time constraints.
  • Demonstrated experience to apply the knowledge, skills, abilities, and competencies required to successfully perform the job.
  • Must have knowledge and skills sufficient to develop, schedule, coordinate, and implement programs in areas of responsibility.
  • Demonstrated skill to establish and maintain strong and effective customer relations and to anticipate change and adjust promptly and effectively.
  • Must possess excellent oral and written communication skills to effectively interface with all levels of the organization and conduct oral presentations to senior managers, committees, or large gatherings as necessary.
  • Must treat all information and data within the scope of the position with appropriate confidentiality and security.

  • Work Schedule will be 4/10s Monday through Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.

Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, ‘Identity, Credential, and Access Management,’ and Supplemental Directive NNSA SD 206.2, ‘Implementation of Personal Identity Verification for Uncleared Contractors.’

Annual salary range for this position is: $117,426.20 - $182,010.60.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
