Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). The Stockpile Experimentation and Operations (SEO) Technologies and Operations (T&0) Directorate is seeking a highly motivated individual with strong scientific and technical background to lead a mission planning and delivery organization.
In this role, you will report to the SEO T&O Director and be part of the execution management team for stockpile stewardship mission. You will be responsible for managing the Mission Delivery organization to ensure excellence in technical delivery on schedule and at or below budget for the NNSS.
Key Responsibilities
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709 , “Counterintelligence Evaluation Program.”

In this role, you will report to the SEO T&O Director and be part of the execution management team for stockpile stewardship mission. You will be responsible for managing the Mission Delivery organization to ensure excellence in technical delivery on schedule and at or below budget for the NNSS.
Key Responsibilities
- Oversee multiple projects that may involve complex and technically challenging scopes of work over the entire lifecycle. Current portfolio is approximately 15 projects with funding authority of >$100M.
- Provide coordination and guidance to maintain budgetary, resource and scheduling discipline to assure success during support of multiple efforts.
- Manage SEO T&O Project Management Office (PMO). This PMO interfaces closely with the NNSS Project Management Excellence (PMEX) organization establishing guidelines and implementing documents customized for Research and Development (R&D) and experimental projects to streamline and ensure robust management of project cost, scope and schedule in the dynamic environment of R&D and experimental projects.
- Implement a startup capability to lead activities to startup new operational capabilities and facilities. The team will support startup activities for execution of future mission experiments. This function will interface closely with the Enhanced Capabilities for Subcritical Experiments (ECSE) Program to ensure that startup planning is integrated in key ECSE activities.
- Uses MSTS project management processes, techniques, and tools. Works with the Project Management Office to help improve procedures.
- Applies project management best practices and processes, such as planning, estimating, work authorization, monitoring of department’s project performance and controlling project baselines.
- Initiates collaboration with partners external to MSTS. Leads collaboration to achieve mission execution.
- Meets customer needs and requirements while providing realistic expectations. Maintain effective interface with the SEO Mission Programs organization.
- Responsible for overseeing the financial health of projects within Mission Operations. This includes maintaining funding, analyzing spending against budget, forecasting of expenditures, assisting with estimates to customers, and ensuring scope of work deliverables are being met.
- Conducts monthly project reviews and leads discussions on status of the projects’ financial status with management.
- Coordinates with other outside organizational Projects/Programs/Directorates for project support requirements.
- Manages the functional organization who perform Nuclear Enterprise Assurance activities for the NNSS.
- Responsible for planning and maintaining work systems, procedures and policies that enable and encourage the optimum performance of the Department and other resources.
- Develops and maintains strong working relationships with functional organizations.
- Attains corporate objectives by organizing, developing, recruiting, and managing staff, and planning and evaluating section strategies, programmatic actions, and activities.
- Ensures teams, processes, and deliverables comply with laws, codes, and MSTS policies and procedures.
- Conducts goal planning, performance evaluations, and assists in salary planning.
- Ensures personnel training at the appropriate level, assists in personnel career development, completes personnel actions, and other relevant areas associated with sustaining a highly motivated workforce.
- Proactively develops and implements strategies to mitigate risk and is the Directorate lead for enterprise risk management.
- Drives corporate integration, safety culture, process improvement, innovation, and developmental growth initiatives.
- Promote and actively participate in MSTS safety concept. Support and encourage employee participation in MSTS environment, safety, health, and quality initiatives.
- Bachelor's degree or equivalent training and experience, plus a minimum of 17 years of related and progressively responsible experience.
- Degree in business related field is preferred.
- Demonstrated skill to plan, organize, lead, and monitor a wide variety of team efforts to achieve successful completion.
- Must exhibit a professional manner in dealing with others, and the ability to maintain constructive work relationships at all levels.
- Established experience in personnel administration activities that include salary planning and administration, career counseling, and performance reviews.
- Demonstrated work experience of effective oral and written communication skills, and the ability to understand/explain technical concepts to non-technical personnel/customers/clients.
- Ability to foster teamwork, coach, supervise, mentor employees, handle pressure, give constructive feedback, ability to delegate, and manage conflict.
- Must have adept knowledge of Microsoft Office suite (Word, Excel, PowerPoint and Outlook).

- Work location for this position is flexible: North Las Vegas, Nevada; at the Nevada National Security Site (65 miles northwest of Las Vegas, Nevada); in Los Alamos and Albuquerque, New Mexico; and Livermore and Santa Barbara, California.
- Work schedule for this position will be 4/10’s, Monday-Thursday (subject to change).
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver’s license.
