The State of New Hampshire, Department of Health and Human Services, Bureau of Information Services has a full time vacancy for Deputy Director.

SUMMARY:

Provides leadership and direction for the statewide strategic, administrative, operational, and technical objectives and functions of the State of New Hampshire’s Department of Health and Human Services, Bureau of Information Services (BIS). Executes the strategic, tactical, and operational direction of data and management information systems in collaboration with the Director of the Bureau of Information Services (BIS), Department of Information Technology Directors, and in alignment with the Department’s Senior Executive Team’s business needs to achieve efficient, integrated, and cost-effective Department-wide IT operations.

RESPONSIBILITIES:

Provides strategic technology visioning, and short and long-range planning and development activities, in coordination with the Director. Analyzes, interprets, and integrates data and information needs, regulatory requirements, and financial considerations to inform strategic planning and decision-making efforts. Conducts technology and enterprise architecture reviews, and develops software and IT standards based on industry best practices and results-based practices. Responsible for regular review, evaluation, and modernization of existing technology and development and maintenance of all of the Information Systems in operation.

Provides leadership to establish a culture of accountability, building and leading high-performing cross-divisional, interdisciplinary teams of managers and staff, both direct and matrixed, toward an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports innovative problem-solving and constructive resolution of conflicts.

Accountable for all aspects of Bureau operations, staffing, and personnel management including evaluating overall operations for effectiveness, proper resource allocation, and outcomes; developing staffing plans; providing supervision and coaching; professional development of staff within scope; assessing development needs and affording training opportunities; direct hiring of staff for the Bureau and indirect hiring support for other Division technical positions; and ensuring Department goals and objectives are achieved.

Develops, ensures maintenance of, and compliance with Department and State Information Technology policies, procedures, and standards to ensure protection of the State’s IT assets, data, security, and privacy. Collaborates on the identification of and response to IT impacts as a result of statutory requirements.

Serves as the Health Information Technology Director, in collaboration with the BIS Director, to advance the development, awareness and use of Health Information Technology (HIT) to improve the quality, safety, and efficiency of health care delivery and well-being of individuals within the state through interoperability; oversee the application of information processing involving both computer hardware and software that deals with the storage, retrieval, sharing, security and use of health care information, data, and knowledge for Department communication and decision making; represent the Department in participation of the New England States HIT Learning Community; and coordinate with the Office of the National Coordinator for Health Information Technology (ONC) to meet the needs of the Department.

Ensures customer engagement while providing premium customer support and consistently improving the end-user experience; builds effective relationships with internal and external stakeholders as well as business partners; Division Information Service leads; and works with and manages vendors to provide value to the organization.

Provides oversight and project management of the Department’s strategic objectives and manages changes for a key portfolio of activities through subordinate supervisors, including, but not limited to, Business Intelligence and Analytics, Information Services, Project Development, Quality Management, and Information Security. Provides guidance to ensure proper methodology is used providing streamlined development.

Develops an effective and secure technology infrastructure and delivers innovative, high-quality information technology in support of the Department’s mission-critical needs. Develops strategies to pragmatically move technology from ideas to implementations. Oversees and directs the Department’s data governance development and implementation.

Develops, implements, and manages the operating and capital budgets and performs cost/benefit analyses. Provides guidance and input on IT operating expenditures and in the development and approval of Information Technology RFPs and contracts.

Acts as the official representative of the Director and Bureau in all matters of the Department. Participates effectively with the DHHS senior leadership team and regularly communicates with DHHS management staff and Department users to ensure effective and coordinated service delivery levels. Represents the Bureau as the Legislative Liaison providing guidance and input to other legislative liaisons and Division leadership throughout the Department relative to proposed legislation that would involve or impact programs, systems or applied technologies. Develops and assists with Fiscal Note Worksheets necessary in response to proposed legislation identifying associated costs, resource impact and overall impact on the Department. Presents information to internal and external stakeholders. Steps in for the Director during times of absence to ensure continuity of operations.

MINIMUM QUALIFICATIONS:

Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

Master’s degree from an accredited college or university in Computer Information Technology, Business Management, Management Information Systems, Computer Science or other information technology-related field to include course work in information security and project management.

Eight years of management or supervisory experience in an information technology-related field involving at least three years of which must have been in the following areas: project management, software development, or Business Intelligence.

OR

Bachelor’s degree from an accredited college or university in Computer Information Technology, Business Management, Management Information Systems, Computer Science or other information technology-related field to include course work in information security and project management.

Nine years of management or supervisory experience in an information technology-related field involving at least three years of which must have been in the following areas: project management, software development, or Business Intelligence.

LICENSE/CERTIFICATION: Valid driver’s license and/or access to transportation for statewide travel as required by the position duties.

SPECIAL REQUIREMENTS: Requires an overall knowledge of IT operations; experience managing technical support; excellent interpersonal, written, and verbal communication skills; the ability to communicate with the user community about concepts, ideas, and requirements; strong understanding of IT systems, infrastructure, security, and emerging technologies. Requires ability to handle multiple projects and re-prioritizations in a fast-paced technical environment, and strong planning and organizational skills. Requires experience with Information Technology Service Management (ITSM, ITIL, COBIT, etc.), Project Management (Agile Scrum), best practices and principles, lean processes, and process improvement.
