SALARY:  The salary range for this position is $88,625.12 to $142,404.72.  For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater.

REMOTE WORKThe Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 2 days of remote work outside of Judiciary buildings. To participate in this program, in addition to installing a multifactor authentication app on your phone or tablet, you will be required to have high speed home internet access.

The Judiciary of New Jersey, Hudson Vicinage is seeking a versatile and proactive individual with strong leadership, analytical, administrative, financial management, and communication skills to serve as the Assistant Finance Division Manager (Court Executive 1B). Under the general direction of the Court Executive 2B (Vicinage Finance Division Manager), the selected candidate will assist in planning, directing, and evaluating the work of the Finance Division. The Assistant Finance Division Manager will directly oversee the Court Held Funds Units in the vicinage, including fines, fees, restitution, escrow, and other court ordered payments. The successful candidate will also be responsible for coordinating the daily activities of the Vicinage Finance Office, such as accounting, purchasing, budgeting, fixed asset management, position control, and financial reporting. This individual must be self-motivated, results oriented, committed to quality service, and possess strong technical and computer skills. Other duties include, but are not limited to, the development, implementation, and/or maintenance of internal controls, operating procedures, and systems; regulating the flow of work; prioritizing work in accordance with operating schedules; supervising employees; conducting formal work performance evaluations with staff, mentoring and coaching staff; providing direction and feedback; mediating and resolving conflict and developing staff through training.

The Assistant Finance Division Manager will mentor/coach staff; provide direction and feedback; determine needs and arrange training for staff; conduct performance evaluations, and recommend personnel actions including recruitment, selection, discipline, and termination of staff. The individual will also recommend improvement in operating procedures or administrative practices; participate in team or work unit meetings; plan agendas for meetings; write or direct the development of user or operations documents, manuals, guides, audio-visual aides and other materials; facilitate staff or team decision-making processes; coordinate work unit or team goals; regulate the flow of work; prioritize work in accordance with operating schedules; consult with local, AOC or other agencies stakeholders regarding special problems in pending matters; offer suggestions or solutions to existing problems and perform other related duties as required.

Provide customer service to internal and external customers reporting to the office, collaborative meetings, team discussions and facilitate trainings and refreshers for staff.  Regular and predictable physical presence at the worksite is an essential function of this position.
Graduation from an accredited college or university with a bachelor's degree, including or supplemented by 21 credit hours in accounting, business administration, economics, public administration, and/or finance.  Six of these credits must be in accounting and three years of professional administrative experience, one of which shall have included experience in accounting, auditing, budgeting, cash management, financial analysis, finance, and/or developing, implementing and analyzing financial procedures, systems and controls.

Substitution: Applicants who do not possess the required education, but do possess the required 21 credit hours in accounting, business administration, economics, public administration, and/or finance (including six accounting credit hours), may substitute experience on a year-for-year basis. A master's degree may be substituted for one year of general experience as indicated above –OR– a CPA designation may be substituted for one year of general experience as indicated above.

Driver's License:  Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position.

Authorization to Work:  US citizenship is not required.  Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.

Special Note:  Newly hired employees must agree to a thorough background check that will include fingerprinting. All data received will be kept in strict confidence except to inform the individual of the findings and what action will be taken as a result of this information.

Residency Law:  In accordance with N.J.S.A. 52:14-7 (L. 2011, Chapter 70), the "New Jersey First Act," all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey. Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need.
