Court Services Officer Trainee

SALARY:
The salary range for this position is $47,400.76 to $74,716.17 for Schedule A, and $47,400.76 to $70,980.36 for Schedule B. For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater. Judiciary employees hired prior to June 3, 2014, are considered Schedule A. Newly hired individuals, and Judiciary employees hired on or after June 3, 2014, are considered Schedule B.

Court Services Officer 1

SALARY: The salary range for this position is $50,815.18 to $83,252.20 for Schedule A, and $50,815.18 to $79,089.59 for Schedule B. For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater. Judiciary employees hired prior to June 3, 2014, are considered Schedule A. Newly hired individuals, and Judiciary employees hired on or after June 3, 2014, are considered Schedule B.

REMOTE WORK : The Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 2 days of remote work outside of Judiciary buildings. To participate in this program, you will be required to have high speed home internet access.

Example of Duties

Under the general direction of the Court Executive 2b (Civil Division Manager) or other supervisory personnel, the successful candidate will perform case management and intake functions and possess strong interpersonal skills and communication. The selected candidate will possess excellent customer service skills, attention to detail and well-defined self-management skills including a high level of initiative, effort, and commitment.

Examples of Court Services Officer Trainee and Court Services Officer 1 tasks include, but are not limited to:

  • Annotate calendars with additional information required by judges
  • Answer questions posed by judges, the public, clients, customers, complainants, co-workers, subordinates or supervisors
  • Compile records or other written materials
  • Compose routine correspondence, such as form letters or standard replies to inquires
  • Determine status of complaints in accordance with established procedures or regulations
  • Explain judiciary policies or procedures to clients or customers
  • Maintain records, files, or other written materials
  • Monitor casework flow
  • Operate electronic or manual information systems
  • Participate in team/work unit meetings
  • Provide information to judges, attorneys, or community organizations
  • Provide quality customer service to court users and/or internal customers
  • Provide cross-training to co-workers; for example, demonstrate to other staff how you perform your work
  • Review customers' records
  • Review documents submitted to the court for compliance with court rules and approved practices
  • Schedule meetings, appointments, interviews and other activities necessary for accomplishing job assignments
  • Verify authenticity or validity of documents
  • Verify customers' eligibility for assistance
  • Verify entered data against source documents
  • Write case notes or draft other case related correspondence


Examples of additional duties for Court Services Officer 1 tasks include, but are not limited to:

  • Act as a liaison and/or establish working relationships with divisions, vicinages or other outside organizations
  • Adhere to statutes, court rules, case law, manuals, or policies for cases related to clients or customers
  • Advise judges, management or member of tribunal on case issues
  • Analyze case histories and case processing from intake through disposition
  • Analyze cases in accordance with existing laws, regulations or professional practices
  • Approve continuances or adjournments in adherence to state or local division rules or practices
  • Assemble case files, documents or exhibits for hearings, trials or board meetings
  • Check written reports for completeness and accuracy
  • Conduct pre-court conferences
  • Confer with members of a case management team about program or case management
  • Coordinate the attorneys’ availability or readiness for hearings, trials and other court events
  • Draft correspondence, reports or proposals
  • Examine transcripts, case files, records or other materials to determine issues or sufficiency of evidence for certification
  • Identify clients' or customers' case management needs or areas of concern
  • Inform customers of available agency support programs or services
  • Inform litigants on the procedures related to case management
  • Interpret accounting, statistical or financial data
  • Manage case flow and/or monitor outcomes
  • Obtain affidavits, evidence or other materials for hearings or trials
  • Prepare cases for hearing
  • Prepare court orders, statistical reports, and trial notices/calendars
  • Prioritize cases
  • Recommend appropriate court orders for submission to the courts
  • Recommend cases to court for adjudication or other dispute resolution mechanism
  • Recommend improvements in operating procedures, programs, standards, work processes, or administrative practices
  • Recommend strategies for case progression and meeting case management goals
  • Refer individuals to appropriate federal, state, county or local agencies
  • Respond to attorney, litigant or citizen complaints
  • Review case status with judges, managers or supervisors
  • Review court activities for compliance with procedures, laws, court rules, or administrative directives
  • Review trial or other calendars for appropriate calendar balance as well as for completeness or accuracy
  • Screen and assign cases to appropriate track or event


Regular and predictable physical presence at the worksite is an essential function of this position.

Qualifications

Court Services Officer Trainee:

Graduation from an accredited college or university with a Bachelor's Degree.

Substitution

Current New Jersey Judiciary employees who do not possess the required education may substitute: Additional paraprofessional and/or professional experience in case management involving gathering and analyzing case-related information which shall have included the exercise of judgment and discretion, and one or more of the following; reviewing cases to identify case management and discovery needs, coordinating with judges and attorneys to resolve case issues and/or preparing reports of findings and recommendations. This experience may be substituted on a year-for-year basis with one year of such experience being equal to thirty (30) semester hour credits. An Associate's Degree and two (2) years of additional paraprofessional or professional experience as described above.

Court Services Officer 1: Graduation from an accredited college or university with a bachelor's degree and one year of paraprofessional experience in case management involving gathering, reviewing and verifying case-related information which shall have included one or more of the following: conducting investigations, monitoring casework flow, interviewing clients or customers for needed information, preparing investigative fact-finding reports and/or writing case notes or other case-related correspondence.

Substitution: Applicants who do not possess the required education may substitute additional paraprofessional or professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits. An associate's degree and two years of additional paraprofessional or professional experience may be substituted for a bachelor's degree

Supplemental Information

Physical Ability: For some positions, applicants must have the ability to perform work which requires climbing and prolonged standing, stretching, bending and reaching. The selected candidate must be able to frequently lift and carry supplies weighing from 30 to 50 pounds and, occasionally, materials weighing up to 75 pounds.

Driver's License: Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position.

Authorization to Work: US citizenship is not required. Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.

Special Note: Newly hired employees must agree to a thorough background check that will include fingerprinting. All data received will be kept in strict confidence except to inform the individual of the findings and what action will be taken as a result of this information.

Residency Law: In accordance with N.J.S.A. 52:14-7 (L. 2011, Chapter 70), the "New Jersey First Act," all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey. Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need.
