Position Summary The Technical Project Manager will oversee the planning, execution, and delivery of technology-focused projects specifically in the Health Information Exchange (HIE) sector. This role involves close collaboration with the New Jersey Innovation Institute (NJII) business areas, clients, and vendors to ensure successful project outcomes. The Technical Project Manager will define project priorities, scope, resource requirements, and timelines while managing cross-functional teams and third-party vendors to meet project milestones and deliver high-quality results.

 

Essential Functions –

·       Lead the planning, execution, and delivery of HIE projects, ensuring alignment with organizational goals and client needs.

·       Develop, maintain, and track comprehensive project plans, schedules, budgets, and quality standards.

·       Collaborate with healthcare providers, vendors, and regulatory bodies to facilitate project success and ensure stakeholder satisfaction.

·       Ensure compliance with Statement of Work (SOW) requirements and promote awareness of quality and compliance issues.

·       Identify and document key business needs and issues, ensuring alignment with project execution requirements.

·       Identify potential risks associated with HIE initiatives, escalate issues as necessary, and develop mitigation strategies to minimize impact.

·       Continuously enhance knowledge of industry trends in HIEs and proactively identify solutions to emerging challenges.

·       Maintain clear and effective communication with team members, stakeholders, and clients, providing regular updates on project status and milestones.

·       Review, create, and finalize professional documentation for senior management review.

·       Ensure adherence to best practices and regulatory requirements, including HIPAA and interoperability standards such as FHIR and HL7.

·       Lead cross-functional teams, facilitating collaboration and ensuring that project goals are met efficiently and effectively.

 

Additional Functions –

·       Contribute to Project Management Office (PMO) operations by managing projects of significant size and complexity.

·       Generate and integrate accurate PMO documentation into company assets and software tools, adhering to project management standards for executive presentations.

·       Serve as a liaison between NJII and regulatory agencies, regional providers, and vendors as required.

·       Perform additional duties as assigned by Leadership, including assisting in system specifications development and evaluation.

 

Prerequisite Qualifications –

·       Bachelor’s degree in Technology, Business Administration, Finance, Health Administration, or relevant work experience required; Master’s degree preferred.

·       PMP certification is required.

·       Direct experience managing large-scale Health Information Exchange (HIE) integrations and related technical projects.

·       Minimum of 5 years of project management experience in the HIE sector or technology, with a focus on HIEs.

·       Excellent analytical skills and the ability to synthesize complex information.

·       Strong verbal and written communication skills, with a focus on clarity and professionalism.

·       In-depth understanding of healthcare regulations, including HIPAA and interoperability standards such as FHIR, HL7, and Direct Secure Messaging.

·       Proven experience in gathering requirements from clients and providing clear, comprehensive documentation.

·       Familiarity with project methodologies, including requirements, design, development, testing, and implementation.

·       Knowledge of business process design and ability to collaborate with stakeholders and end-users.
