POSITION TITLE: Policy and Programs Manager
REPORTS TO: President & CEO
STATUS: Full-time, exempt
REQUIREMENTS: Master’s degree in public administration, public health, and/or public policy, economics preferred. Five to seven years’ experience in legislative, regulatory and policy analysis experience is a must. Healthcare experience preferred.
SKILLS: Experience in Access, Excel or similar spreadsheet programs and/or
database programs. Ability to present reports and data orally and in writing, in a manner that is understandable by health policy makers and leaders. Excellent written and oral communication and interpersonal skills to build and sustain relationships necessary to support community health centers required.
RESPONSIBILITIES: Work with the NJPCA team, FQHC membership, the National Association of Community Health Centers (NACHC), state government entities and other stakeholders to develop the PCA’s advocacy, legislative, regulatory and policy agenda at the state and federal levels. Promote and support FQHC efforts to increase access to services for the medically underserved.
DUTIES INCLUDE:
- Monitor and review legislative, regulatory and policy developments at the state and federal levels and share updates with the health centers
- Communicate with policymakers at the state and federal levels on health center concerns
- Conduct policy analysis and coordinate preparation of testimony/comment letters for regulatory and legislative bodies
- Oversee and coordinate NJPCA’s annual legislative and policy meetings
- Serve as NJPCA’s Peer Group lead and resource for the health center Chief Financial Officer (CFO) peer group
- Perform data analysis and prepare performance reports to support health center operations and program development
- In consultation with the President/CEO, assist new and existing centers with health center program development activities
- Supervise appropriate staff and provide grant management and corporate compliance oversight
- Prepare grant reports for federal grant deliverables
- Prepare reports and charts focused on health center services and accomplishments
- Represent NJPCA on all relevant forums, meetings, and coalitions
- Perform other duties as required
TRAVEL REQUIREMENTS: Must be able to travel within the State, region and United States for meetings/conferences.
