THIS POSITION REQUIRES FULL-TIME, ON-SITE PRESENCE IN SANTA FE


The Department of Finance and Administration, State Budget Division, oversees and administers the New Mexico state budget. State Budget Division provides high quality, timely and easy to understand analysis and recommendations for agency budgets, legislation and performance issues. In addition, the division prepares and presents the Governor's annual budget recommendation to the New Mexico Legislature. The division also monitors and oversees expenditures by state agencies during the fiscal year, which runs from July 1 to June 30 each year. Chapter 6, Article 3, Section 1 through 25 of the New Mexico Statutes Annotated 1978 governs the division.

Why does the job exist?

This position will focus on statewide strategic planning efforts and agency performance management and analysis. The incumbent will work with state agencies to improve their strategic plans and better integrate them with performance measures and the state budget process. They will also utilize data and sound methodologies to evaluate agency and program performance and make recommendations to improve delivery of government services in New Mexico.

How does it get done?

* Assists state agencies from all branches of government in development of strategic plans and integration with the performance measurement and budget processes.

* Conducts all aspects of project design and implementation to carry out performance management analysis, and technical assistance to study, analyze and review policies, management and operations of governmental agencies in order to make recommendations to agencies, DFA management, the Governor's Office, and/or the legislature to improve service delivery, which may interface with the annual budget process and/or other legislation

* Lead on development and implementation of annual performance measure process.

* Lead on implementation of agency program inventories and evaluation.

* Other related duties as assigned.

Ideal Candidate

Strong analytical and critical thinking skills; ability to gather, organize, interpret, evaluate and present data effectively; strong professional writing and oral presentation skills; strong Microsoft Excel skills, strong ability to communicate and work with a variety of external stakeholders.


Minimum Qualification

A Bachelor's degree in any field of study from an accredited college or university and six (6) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

State Issued Driver's License or ID.


Pre-employment criminal background check is required, and employment is conditional pending results.


Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
