GENERAL SUMMARY
General ledger accounting through financial statement preparation for Housing New Mexico programs or functions This includes: establishing new accounting books; reviewing the reconciliation of cash and investments; projecting and tracking of cash available for General Fund operations and bond debt service and redemption; acquiring working knowledge of the general bond resolutions; preparation of journal entries and reports as required; analysis of financial statements and other financial data and review of annual budget and support of annual audit. Manage daily accounting operations and supervise staff.
ESSENTIAL DUTIES & RESPONSIBILITIES

- Supervises employees, which includes prioritizing and assigning work; conducting performance evaluations; ensuring employee is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment.
- Manage the general fund, bond and housing program functions of the department to ensure the efficient daily operation, which includes planning, coordinating, administering, and evaluating programs, projects, processes, procedures, software systems, best practices, standards and/or service; ensures compliance with federal, state, and local laws, regulations, codes and/or standards.
- Prepare and analyze financial statements in accordance with general accepted accounting principles, government accounting standards, and federal and state regulations.
- Financial statements review and General Ledger closing. Monthly financial statement preparation and packaging.
- Provide technical support to federal and state Housing New Mexico program staff regarding OMB requirements and fiscal processes.
- Maintain banking systems and manage daily corporate cash. Review weekly cash report.
- Establishing new accounting books. Establish bond books on MITAS software including new amortizations, accretions and accruals for bonds. Review new bond set up.
- Prepare and review annual budget and reports.
- Maintain personnel timecards.
- Record payroll journals and process Personnel Activity Reports.
- Prepares and reviews audit schedules.
- Review debt service calculations, excess revenue calculations, MBS pool payoff reports, SEC disclosures on EMMA and monitors Trustee activity for all Housing New Mexico bond issues.
- Performs other related duties of a similar nature and level as assigned.
- Employees are required to comply with safety regulations, procedures, and protocols.
MINIMUM QUALIFICATIONS
Education and Experience
Bachelor’s degree in Accounting and five years’ experience working with multiple set of books, preferably in public accounting or in banking, mortgage banking or the mortgage servicing industry. Three years supervisory experience.
