The Department of Financial Services is seeking candidates for the position of Information Technology Specialist 2 (Programming) in The Technology Bureau. Duties include, but are not limited to, the following:
Minimum Qualifications
Minimum Qualifications: A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science; or a bachelor's or higher-level degree in any field and one year of experience in information technology; or 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology; or two years of professional experience in information technology.
NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). The NY HELPS Program allows agencies to fill certain positions via permanent non-competitive appointments. At a future date (within one year of your permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
List Appointment: Candidates must be reachable on the Civil Service eligible list for 20-611010 or 20-610010.
Transfer: Candidates must have one year of permanent competitive service in a title eligible for transfer via Sections 70.1 or 52.6 of the Civil Service Law. Information regarding transfer eligibility may be available on the Civil Service Career Mobility Office website at http://careermobilityoffice.cs.ny.gov/cmo/.
Please Note that under Civil Service Law, an employee cannot have two consecutive upward 70.1 or 52.6 transfers without an intervening eligible list appointment if such transfers would exceed two salary grades.

Salary: $65,001 – $82,656
Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $3,400 annual downstate adjustment.
Positions located in the New York City metropolitan area, as well as the Mid-Hudson region, are eligible to receive an additional $8,928.00 Increased Hiring Salary.

- Designs, develops, and maintains applications using Java, PL/SQL, Oracle APEX or low code SalesForce/Dynamics;
- Works with business owners and development teams to develop solutions to meet business requirements;
- Troubleshoots development and production problems;
- Develops and maintains documentation;
- Assists in the research and selection of tools, products, and frameworks as necessary;
- Updates job knowledge by researching new technologies and software products; and
- Participates in team meetings.
