The Department of Financial Services is seeking candidates for the position of Senior Accountant in the Office of Financial Management. Duties include, but are not limited to, the following:
Minimum Qualifications
Minimum Qualifications: Trainee 1: A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses. Trainee 2: A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles. Journey Level: A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience as described above. Substitution: A master's degree in accounting, auditing, or taxation may substitute for one year of the professional experience. A currently valid Certified Public Accountant license and registration issued by New York State may substitute for two years of the professional experience.
NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply (see minimum qualifications above). At this time, agencies may recruit and hire employees by making permanent non-competitive appointments.
At a future date (within one year of appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
List Appointment: Candidates must be reachable on the Civil Service eligible list for 50-002010.

Duties
The Department of Financial Services is seeking candidates for the position of Senior Accountant in the Office of Financial Management. Duties include, but are not limited to, the following:
- Maintains and reconciles financial activity for the DFS Security Funds;
- Assists Associate Accountant with various duties involving Fire Tax, Retaliatory Tax and Tax Audits;
- Reconciles and processes Fire Tax online payments. Records Fire Tax interest on a monthly basis;
- Maintains and reconciles financial activity for the DFS Pharmacy Benefit Manager fund. Performs billing and late billing functions along with tracking and recording payment activity;
- Prepares OSC Sole Custody Report;
- Performs Bank reconciliations for the following accounts: Market Stabilization, Worker’s Comp, Petty Cash, Banking, Pharmacy Benefits Managers, Virtual Current, Fire Tax & General Fund;
- Processes payments and performs account maintenance for Paid Family Leave;
- Processes payments and performs account maintenance for Market Stabilization Program;
- Responds to insurance companies’ inquiries by telephone and e-mail regarding bills, revenue, and accounts receivable; and
- Performs other duties as required.
