The Analytics and Research Unit Manager (Data Analyst 2) serves as a lead data analyst responsible for directing the unit’s data analytics and business intelligence efforts related to the opioid crisis. This position leads the development of predictive models, performs advanced data analysis, and produces actionable insights to support public health interventions and EMS system improvements. Working closely with internal teams and external stakeholders, the Unit Manager ensures the quality and integrity of opioid-related EMS data, fosters a culture of continuous improvement, and aligns unit activities with the strategic goals of the Division of State EMS. Duties Include:

Strategic Leadership and Unit Management: Lead and manage the Analytics and Research Unit with a primary focus on opioid-related EMS data, ensuring alignment with the goals of the Policy and Strategy Branch; Develop and implement strategic plans and initiatives in support of the Opioid Data Initiative and broader data modernization efforts; Supervise, mentor, and evaluate staff performance; identify training needs and provide professional development opportunities to build capacity and foster a high-performing, collaborative environment; Oversee project workflows, establish priorities, and ensure timely delivery of analytic outputs and reports.

Advanced Data Analytics and Predictive Modeling: Design and implement predictive models and data mining techniques to identify trends and outcomes related to opioid overdose incidents and EMS response data; Perform data extraction, transformation, and validation from multiple sources including EMS registries, public health surveillance systems, and emergency response datasets; Test, validate, and reformulate models to ensure accuracy and utility in predicting outcomes of interest; Apply statistical, machine learning, and data engineering methods to support evidence-based decision-making.

Business Intelligence Development and Reporting: Produce business intelligence solutions, dashboards, and periodic opioid-related reports for internal and external stakeholders; Assess existing data structures and recommend improvements to optimize reporting capabilities; Coordinate testing and validation of business intelligence tools to ensure alignment with operational needs; Support the development of interactive data visualizations that communicate key insights and performance metrics.

Stakeholder Collaboration and Policy Support: Collaborate with internal divisions, external partners, and other governmental agencies to enhance opioid-related data sharing, reporting, and analytics coordination; Provide technical input to inform opioid-related policy development, strategy implementation, and data governance practices; Participate in multi-disciplinary workgroups and stakeholder engagements to advance data-informed public health interventions and policy recommendations.

Innovation, Research, and Continuous Improvement: Research emerging data science tools, techniques, and external data sources to expand the unit’s analytical capacity and enhance insights into opioid-related EMS trends; Identify and implement process improvements that promote innovation, increase efficiency, and enhance the quality of analytic products; Contribute to Division-wide data modernization initiatives and maintain awareness of developments in the fields of EMS data science, public health analytics, and overdose surveillance.

Qualifications

Minimum Qualifications

One year of permanent service as a Data Analyst 1 OR bachelor’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, and three years of experience* in data visualization, and statistical models and data mining tools.

  • Substitution: A master’s degree in the above fields may substitute for one year of the specialized experience. A Ph.D. in the above fields may substitute for two years of the specialized experience.

Preferred Qualifications: Certifications / Licenses: Certification in data analytics, data science, or statistical programming (e.g., Certified Analytics Professional, SAS Certification, Google Data Analytics, Tableau, or Power BI certification); Training or coursework in epidemiology, public health informatics, or applied statistics; Familiarity with NEMSIS (National EMS Information System) data standards and opioid surveillance systems; Completion of supervisory, project management, or leadership development training is desirable.

Experience: Preferred experience of at least three years of progressive experience in data analytics, with a focus on large public health, EMS, or opioid-related datasets; Experience developing and deploying predictive models using machine learning or statistical methods to inform public health or emergency response strategies; Demonstrated success leading or coordinating analytical projects from planning through implementation and reporting; Experience producing dashboards, reports, and visualizations that translate complex data into actionable insights for program, policy, or executive stakeholders; Experience supervising, mentoring, or providing technical guidance to data analysts or related staff.

Knowledge / Skills / Abilities: Advanced knowledge of data modeling, data mining, and statistical analysis techniques, particularly in public health or emergency medical services contexts; Strong programming skills in R, Python, SQL, or comparable analytics tools; Proficiency in business intelligence platforms such as Power BI and Tableau; Familiarity with data governance, data privacy, and best practices for health-related data reporting and sharing; Strong analytical thinking, attention to detail, and ability to translate technical findings into strategic recommendations; Excellent verbal and written communication skills, including the ability to present data to non-technical audiences and support policy development with clear evidence.

Additional Comments

Health Emergency Management Statement: All Division of State Emergency Medical Services staff are expected to participate in emergency management activities as part of their roles. While not all positions require regular deployment to disaster sites, all employees may be subject to 24/7 recall for emergency operations. This may involve irregular work hours, duties outside of the official position description, and assignments at locations other than the designated duty station. Travel in support of emergency operations may be extensive (lasting from days to weeks), with little advance notice, and may involve relocation to sites with physically demanding and challenging operational conditions.

This position will require travel including to areas that may not be serviced by public transportation.
