The Executive Chamber seeks a dynamic and highly motivated individual to take on the role of Deputy Secretary for Energy and Environmental Affairs. In this key position, you will report to the Director of State Operations, managing a dedicated team of Assistant Secretaries while collaborating closely with senior staff in the Executive Chamber. You will oversee a portfolio of state agencies focused on energy and environmental issues, ensuring their operations align with the Governor's vision and strategic objectives.
Duties :
- Report to the Director of State Operations, providing oversight of various state agencies including the Department of Environmental Conservation, Office of Parks, Recreation & Historic Preservation, Department of Public Service, New York State Energy Research & Development Authority, and New York Power Authority.
- Act as a liaison between agencies in your portfolio and senior Chamber staff.
- Collaborate with the program area team in the Division of Budget on funding initiatives, participating in budget and legislative negotiations.
- Consult with communications teams to effectively manage press inquiries and announcements.
- Work with Chamber counsels for energy and environment matters as needed.
- Engage with non-governmental organizations, stakeholders, and interest groups within the program area.
- Support cross-agency projects, focusing on data identification and analysis.
- Prepare position papers, testimony, and communication materials.
- Conduct special studies and assist in policy initiative development, implementation, and review.
- Attend relevant meetings, site visits, and conferences across the state, including Albany.
- Review and authorize rulemakings and regulatory actions within your program area.
- Draft and review briefing materials, legislative proposals, and budget initiatives.
- Perform related duties as assigned.
Minimum Qualifications : A bachelor's degree coupled with at least 10 years of professional experience in public administration, public policy, social work, health policy, social services, or related fields. A master's degree or Juris Doctor may substitute for one year of experience. A strong interest in and knowledge of energy and environmental issues are highly desirable.
