The incumbent of this position will carry out the policy objective of social equity. This effort involves identifying persons who have been affected by the prohibition and criminalization of cannabis and linking them to education and resource to ensure they are included in the regulated cannabis industry.

Duties Include, But Are Not Limited To

  • Identify, conduct, and support outreach and education efforts to educate marginalized communities, practitioners, consumers, patients, and other stakeholders.
  • Connect applicants with technical assistance and other training resources.
  • Monitor and evaluate the effectiveness of community outreach.
  • Coordinate special events, such as stakeholder engagement and community outreach, including the convening of specialty interest groups.
  • Research, evaluate, and develop/update presentations, brochures, letters, FAQ’s, website content, shared mailbox responses and other communications to support the Office of Cannabis Management.
  • Coordinate with the Office of Cannabis Management’s intergovernmental and public affairs units to conduct follow-up activities raised at forums.
  • Analyze program data and administer surveys to identify and implement opportunities for program improvement.
  • Inform internal and external stakeholders, including but not limited to, practitioners, patients, and registered organizations with inquiries pertaining to the program requirements and offerings.
  • May perform a full range of supervisory duties.
  • Perform other duties and special projects as required.

Qualifications

Minimum Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

This title includes a traineeship opportunity and applicants will be appointed to the appropriate level** based on their experience and education.

Required experience: regulatory compliance/oversight experience within a regulatory entity with primary responsibility on two or more of the following: accounting and auditing; investigating and/or inspecting regulated entities and facilities; interpreting and explaining policies, rules, regulations, or laws to organizations, government or corporate officials, or individuals; policy analysis and research; surveillance; quality assurance that included evaluating whether projects met/are meeting requirements that included risk assessment; providing professional level economic development products or services; community outreach which included vulnerable populations; negotiating and/or approving contracts or agreements with suppliers, distributors, federal or state agencies, or other administrative control processes. Master's and higher-level degrees will substitute for one year of required experience.

  • Program Specialist 1 Cannabis level requirements:
  • Program Specialist Trainee 1 Cannabis (equated to SG-14): bachelor or higher degree.
  • Program Specialist Trainee 2 Cannabis (equated to SG-16): bachelor or higher degree and one year of required experience.
  • Program Specialist 1 Cannabis, SG-18: bachelor or higher degree and two years of required experience.

Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position and eligible for transfer under Section 52.6 of the Civil Service Law.

Additional Comments

  • There is no examination required for appointment to a NY HELPS position. At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
