Duties Description
Under the general supervision of the Data Analyst 3 within the Data Systems and Analysis Section in the Strategic Financial Direction Group, the Data Analyst 2 will be responsible for the following duties:
Non-competitive: one year of permanent service as a Data Analyst 1 OR a bachelor’s degree* and three years of experience in data visualization, and statistical models and data mining tools
A master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field may substitute for one year of the specialized experience. A Ph.D. in the above fields may substitute for two years of the specialized experience.
Five or more years in Oracle Database PL/SQL coding
Five or more years in Oracle Database Administration
Five or more years in Database ETL
Tabular dataset modeling and analysis using tools such as SSAS
DAX, MDX, M-Code programming
Experience with very large datasets
Experience with NYS Medicaid claims and encounters data analysis
Knowledge of the NYS Behavior Health System
Experience With Other OMH Data Sources
Experience with multiple programing languages such as SQL, Python, MS Visual Basic, C , .NET

Under the general supervision of the Data Analyst 3 within the Data Systems and Analysis Section in the Strategic Financial Direction Group, the Data Analyst 2 will be responsible for the following duties:
- Perform data analytics related to Medicaid, Managed Care and fee-for-service,and behavioral health services, including regular and ad-hoc reporting, under the direction of the Data Analyst 3;
- Coordinate with Data Analyst 3 to collect program requirements, translate requirements to technical documentation, and compile methodology/code for reporting requirements;
- Assess Medicaid data structures and how they can be used to produce advanced analytics; researching new data sources and analytical tools, and recommending solutions;
- Respond to emerging priorities and follow up requests to major policy and program questions;
- Manage delivery methods for standardized reports, including determining access, scheduling updates; recommending delivery methods updates; and troubleshooting problems;
- Develop expertise in program areas and notifying Data Analyst 3 of program changes that could impact analytics;
- Supervise and develop Data Analyst I staff to ensure ongoing high-quality performance;
- Conducts analysis of data using advanced data analysis and statistical techniques;
- Extract and analyze information from datasets to summarize and interpret data findings and provide ad-hoc reporting;
- Prepare regular utilization reports to OMH licensing staff; and generation and distribution of ad hoc utilization reports for OMH staff, senior management and DOB.
- Perform other duties and tasks as assigned.
