Duties Description
Residential Program Managers have administrative and supervisory responsibility for the health, care, and safety of individuals diagnosed with mental illness residing in State Operated Community Residences (SOCR) and State Operated Residential Care Centers for Adults (SORCCA). Under the supervision of a higher-level facility-based individual, you would oversee and manage the overall operation of the residence and rehabilitative program services provided by residence staff, ensuring delivery of culturally competent mental health services. Duties may include but are not limited to: ensuring necessary support services are provided to residents; ensuring adequate and appropriate staffing; planning, assigning, reviewing work of staff; evaluating performance; training staff; preparing and monitoring the residence budget; requisitioning supplies and equipment; ensuring reports and records on resident care are completed accurately and in a timely manner; ensuring compliance with standards and regulations; developing rules and procedures as necessary; responding to crisis situations and emergencies; investigating and reporting incidents involving residents or staff; maintaining linkages with appropriate psychiatric center staff; and developing positive relationships with community and service providers.

Candidates from outside or within State Service can be considered for a competitive class appointment if they are reachable on the current Residential Program Manager 3 eligible list.
OR
Candidates within State Service can be considered transfer to a competitive class position if they have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 70.1 of the Civil Service Law.

In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Mental Health of our intention to conduct a non-competitive promotion examination for the position of Residential Program Manager 3 at Bronx Psychiatric Center. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of non-competitive promotion are met.
The promotion field for the Residential Program Manager 3 position consists of candidates who have 1 year of permanent service as a Residential Program Manager 2.

A bachelor's degree and three years of experience working with individuals diagnosed with mental illness, one year of which must have been in a supervisory or administrative capacity, and one year must have been in a residential setting.
