Duties Description

Under the direction of higher level Park Operations staff, the Park Manager 3, SG-23 will be based in Albany and oversee the maintenance and operations of the Agency’s 33 pools and spray grounds, provide technical assistance related to pool operations and maintenance, deliver training for mandatory certified pool operators licensing, oversee auditing of pool/spray pad operations to ensure aquatic facilities are operating efficiently and in compliance with state sanitary and health codes, and provide expert advice on pool and spray pad construction and rehabilitation projects. During summer months, travel will be near 85 to 90% of the time. The remainder of the year will be 50 to 60% travel.

The positions job responsibilities include but are not limited to:

Operational Management

  • Ensure that all agency pools/spray pads are maintained and operating efficiently and in compliance with sanitary and health codes.
  • Perform pool and filter room inspections, develop plans for preventative maintenance, highlight the need for future capital investment.
  • Assist facilities with needed repairs or replacement of pool equipment. Provide technical specifications when needed and coordinate with the Department of Health for required approvals when necessary.
  • Ensure a stocked supply of replacement parts for items prone to wear or failure are readily available to minimize downtime or risks of health impacts to visitors.
  • Ensure that regular prescribed maintenance to pool systems is completed in a timely and regular manner, and to various codes, rules and specifications necessary to maintain optimum performed and minimize downtime.
  • Ensure opening and closing protocols for pools and spry pads are followed.
  • Assist with trouble shooting mechanical issues with pool systems (e.g. pumps, filtration, chlorination, acid/base or Co2 systems).
  • Maintain an emergency supply of basic equipment for routine replacement to minimize downtime.

Record Keeping

  • Assist with development and updating the pool operations manuals on an annual basis, including emergency action and spill response plans for filtration systems.
  • Perform on site water quality tests and coordinate lab testing of samples to ensure pool systems are functioning appropriately to minimize risk of exposure to visitors, consistent with department of health regulations.
  • Perform follow up on post inspection recommendations.

New Construction And Rehab Of Pool Systems

  • Work with regions and the capital program to develop replacement schedules for water filtration systems and other critical pool/spray pad components.
  • Coordinate with regions and capital to advise on new pool and spraypad components, infrastructure and rehabilitation capital projects.

Training Of Staff

  • Provide certified pool operator training for employees across the agency annually, to ensure compliance with health department requirements.

Permanent Appointment Via List Or Transfer

Minimum Qualifications

To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

Note: Consecutive transfers resulting in an advancement of more than two salary grades are not permitted under Civil Service Law.

Permanent Appointment Via Non-Competitive Promotion

If three or fewer qualified New York State OPRHP Park Manager 2 candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for a permanent non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law.

Permanent Non-Competitive Appointment Via NY HELPS

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

Promotion Qualifications

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:

Must be a qualified employee of the New York State Office of Parks, Recreation and Historic Preservation and have one year of permanent competitive or 55 b/55-c service as a Park Manager 2, Historic Site Manager B, Recreation Complex Manager 2, Golf Course Superintendent 2, or Maintenance Supervisor 4 OR

Two years of permanent competitive or 55b/55c service as a Park Manager 1, Historic Site Manager C, Recreation Complex Manager 1, Assistant Golf Course Superintendent, Golf Course Superintendent 1, Golf Course Manager 2, Maintenance Supervisor 3, Building Restoration Specialist, or Regional Park Maintenance Supervisor

Open Competitive Or HELPS Qualifications

Seven years of experience working in a park, recreational facility, or campus* including two years of managerial experience;**

OR a bachelor's or higher level degree in environmental education, environmental management, environmental policy, environmental sustainability, forestry, golf course management, historic preservation, horticulture, natural resources management, park administration, park management or recreation management AND three years of experience working within a park, recreational facility, or campus* including two years of managerial experience.**

  • A park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic facilities, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming. You must clearly list this information on your application and/or resume.
  • Managerial experience is defined as directing or administering at least three of the following functional areas within a park, recreational facility, or campus: administration (business, personnel, finance); environmental education/interpretation; maintenance; planning; programming; or public relations/visitor services. Your application and/or resume must clearly describe your managerial experience in three functional areas.

Examples of non-qualifying experience include but are not limited to: working at a gym, ski area/resort, and sport stadiums.

Examples of non-qualifying degrees for the purposes of these examinations include but are not limited to: accounting, anthropology, archaeology, biology (all majors), business, history, hospitality, physical education, recreation therapy and sports management.

  • If verifiable, we will accept and prorate appropriate part-time and volunteer experience.
  • For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Additional Comments

  • Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment. Travel is required 85-90% of the time during the summer (May-September) and 50-60% of the time in the remainder of the year.
  • This position is 40 hours per week. Daytime, weekend, holiday, and evening work is required.
  • This position is located in Albany at agency main office.
