What are the responsibilities and job description for the Child Welfare Specialist position at New York State Unified Court System?
The Statewide Coordinator for ICWA Practices will be part of the Program Development and Implementation Unit and will work across units and with all staff as appropriate to further the goal of increasing awareness of and compliance with ICWA. Statewide travel is required.
Duties include but are not limited to:
- Monitor ICWA-related cases to ensure adherence to federal and state ICWA requirements.
- Develop and implement protocols to improve compliance across court systems.
- Collaborate with tribes, child welfare agencies, and legal professionals to address barriers to compliance.
- Provide guidance and feedback to CWCIP Coordinators on ICWA Practices.
- Develop and deliver ICWA-specific training for judges, attorneys, caseworkers, and other child welfare professionals.
- Create user-friendly tools and resources to assist stakeholders in understanding and implementing ICWA requirements.
- Offer technical assistance to courts and agencies on operations and processes specific to ICWA questions and challenges.
- Provide Technical Assistance in Key Specialty Areas such as The Adoption and Safe Families Act, Title IV-E of the Social Security Act and The Family First Prevention Services Act.
- Serve as a liaison between the court system, state child welfare agencies, and tribal governments.
- Participate in local, statewide, and national forums and constituency groups related to Indian child welfare matters.
- Support the court’s role in state policy reform and federal review processes.
- Enhance Data Collection and Reporting.
Location: Albany, Erie, Monroe, Onondaga, Nassau or Suffolk Counties
Salary: $94,386 $4,920 Location Pay (Long Island only)
Qualifications:
One year in the Principal Court Analyst title;
or
Master's degree in Social Work, Public or Business Administration from an accredited college or university and three (3) years of relevant experience;
or
An equivalent combination of education and experience.
Experience working with Tribal Nations and Indigenous communities, and understanding of Native American cultures and traditions is required. Familiarity with New York State’s child welfare system and legal processes is preferred.
