JOB SUMMARY:

The Early Intervention/Early Childhood Special Education (EI/ECSE) Specialist evaluates and assesses the EI/ECSE eligibility process and determination requirements for students ages Birth–5 years old. The position works directly with students of this age group and their families in understanding, documenting and supporting the needs of our young learners.


QUALIFICATIONS
:

Knowledge, Skills, Abilities: Knowledge of: special education activities, including working with children with various disabilities; program design, supervision, and staff training. Skilled in: teaching and supervising infant and /or preschool programs. Ability to: work collaboratively with others and to work with culturally diverse families and communities, and/or have otherwise demonstrated a commitment to equity and strengthening engagement and skill in communicating with a diverse community.


Experience:
This position requires experience in Early Intervention/Early Childhood Special Education (EI/ECSE) and training/experience in the assessment and diagnosis of early childhood developmental or disability conditions.


Education:
Completion of a higher education Master’s degree or equivalent hours in Special Education, Early Childhood Education, and /or a related area.


Certification Required:
A valid teaching license issued by the Oregon Teacher Standards and Practices Commission with Early Intervention/Early Childhood Special Education, ECE endorsement or a related field, as well as completion of EI/ECSE competency certificate issued by Oregon Department of Education.


ESSENTIAL JOB FUNCTIONS
:

  • Develop, coordinate and monitor EI/ECSE programs.
  • Oversee all aspects of program operation.
  • Direct classified staff working in EI/ECSE programs that are under the direction of the specialist.
  • Provide input to the Director regarding staff evaluation.
  • Develop budget with Director.
  • Coordinate and conduct child evaluations and eligibility determination.
  • Provide training and staff development.
  • Participate in legally mandated meetings.
  • Responsible for student records management.
  • Provide consultation and/or training to other preschool staff and families regarding the services and the needs of children with disabilities.
  • Perform related functions essential to the operation of the EI/ECSE programs. .
  • Adhere to the policies of the District and procedures of the Department.
  • Communicate clearly and appropriately in speech and in writing in accord with educational standards.
  • Coordinate intake, assessment, eligibility .
  • Train new staff and retrain experienced staff in performing their duties in an effective and efficient manner
  • Ensure equal program quality at all sites.
  • Advise the director/supervisor with respect to program quality, staff performance, and all matter related to EI/ESCE.
  • Collaborate with representatives of other agencies in providing a broad spectrum of services to eligible children and their families.
  • Communicate with school personnel, parents, other agency personnel and ESD staff regarding the coordination of early intervention and early childhood special education services.
  • When requested by the supervisor, represent COEI/ECSE at State workgroup meetings
  • May be required to bill for Medicaid reimbursement dependent upon licensure and specific services provided within the scope of the position.
  • Communicate appropriately and regularly through the use of email.
  • Respect and maintain confidential information in all situations.
  • Fulfill other related duties as assigned.


JOB REQUIREMENTS
:


Language Skills
: Ability to read English and comprehend complex technical language. Ability to write memoranda, correspondence, lessons plans, reports, and student achievement summaries in English. Ability to effectively present information in one-to-one and small group situations.


Mathematical Skills
: Ability to perform basic mathematical calculations with a high degree of accuracy.


Reasoning Ability
: Ability to apply common sense to carry out detailed, but basic, written or oral instructions in English. Ability to deal with problems involving a few concrete variables in standardized situations.


Other Skills and Abilities
: Ability to work collaboratively and establish and maintain effective working relationships with co-workers, supervisor(s), staff, students, parents and community.

While performing the duties of this job, the employee is frequently required to walk and may be continuously required to stand. The employee will frequently bend or twist at the neck and trunk while performing the duties of this job. The employee is occasionally required to reach with hands and arms and stoop, kneel, crouch, or crawl. The employee must be able to lift and/or move up to 40 pounds.

Works in a school environment. Able to use a telephone, operate a computer, and use other office equipment. Able to drive to other program sites and meetings.


TERMS OF EMPLOYMENT
:

Salary and work year in accordance with negotiated agreement between licensed teachers and the district.


CLASSIFICATION:

Full-time, probationary position, location TBD.


CALENDAR/BENEFITS:


Work Hours
:

2.4 hours per day; Contract days and start date TBD based on upcoming licensed contract negotiations of 2025-2026 contract.


Salary and Benefits
:

Salary range TBD based on upcoming licensed contract negotiations of 2025-2026 contract. (2024-2025 salary range $24,370.50 - $50,112.50).
